Still.. I’m a bit doubtful it has anything to do with the QC issues or the French dubbing issues given the timeline. France finished their last Stars dub for a few years now and has only been putting out repackaged releases. Viz had it the worst with quality control on their season 1 set.. back in 2014. I really doubt that any of this is the reason for the hold, on its own or cumulative. Toei or Naoko would have put their foot down sooner. It makes no sense to suddenly do it now after one region (France) has been some with their run for a few years and Viz is finally releasing their last set in the US.
For several years Kazé France lied to the fans of Sailor Moon saying that they would bring back the old actors, even to their customers (the boss of a famous Parisian store of figurine / DVD) was deceived by them. Kazé France repeated the same to the boss.
It was discovered by deceit, because of a video on Twitter. Kazé continued to lie saying that it was not a dubbing for Sailor Moon, that the old cast would come back.

Same, season 3, collector's edition, no cards ... A majority of fans have written to the Toei to yell.

And it's not just the only license they slaughter.
A historical comedian was almost fired from Dragon Ball Z because Kazé France did not want him.
He himself wrote on his FB page, to report it, all fans of DBZ shouted, a petition was launched, until Japan.
Once again, Viz Media Europe (Kazé France) was wounded by Japanese rights holders.

You do not block a license, just for a history of studying the market.
It must be an accumulation of errors by Viz, who pushed the Toei / Mangaka blocked everything.
We do not block a license like Sailor Moon, for a whim.
