I love both series and it would be tough to pick a favorite. If I have to say which one I like more, I would say the Sailor V series because the story in that series is more developed than the story in Sailor Moon and Minako is a lot more relatable too.

Minako is more outgoing and she feels like a much more realistic character too. I know Usagi has her own personality as well, but that's mostly in the 90s anime though.
As much as I love Minako and Sailor V, for me it is more like a collection of short stories rather than a coherent narrative. It is more or less a hors d'oeuvre before the main course. Sailor Moon has a much more complex story with more mature and darker tone. Sailor V is great on its own.
Objectively, its Sailor Moon. Sailor V feels like the anime monster of the week episodes (not in a bad way), and its much more lighthearted until the plot demands it develop an arc to link to the Sailor Moon storyline.
If Sailor V's entire run had been like it's last two chapters then I might be saying different, but my answer is Sailor Moon. More characters and more diverse storytelling.
