Of course they are drawn pretty, so they can stand out as main characters and for the sake of the viewers. But is this the way they are perceived in their universe? Of course beauty is subjective and everyone is beautiful in their own way, but I am talking about the conventional sense of the term. I exclude Rei and the manga in general, as there are a lot of cases they are described as pretty by other characters. But in the 90s anime ot doesn't seem to be the case. They all lool like supermodels and yet many characters don't think so. Everyone made fun of Usagi for her weight and Makoto is not popular with guys for reasons stated on multiple occasions. Do you think the girls are just as pretty as they are drawn, or do you think in universe Usagi is seen as chubby, Ami as nerdy, Makoto as too thick and Minako as plain. And just to make it clear none of these make a person ugly.
