Of course they are drawn pretty, so they can stand out as main characters and for the sake of the viewers. But is this the way they are perceived in their universe? Of course beauty is subjective and everyone is beautiful in their own way, but I am talking about the conventional sense of the term. I exclude Rei and the manga in general, as there are a lot of cases they are described as pretty by other characters. But in the 90s anime ot doesn't seem to be the case. They all lool like supermodels and yet many characters don't think so. Everyone made fun of Usagi for her weight and Makoto is not popular with guys for reasons stated on multiple occasions. Do you think the girls are just as pretty as they are drawn, or do you think in universe Usagi is seen as chubby, Ami as nerdy, Makoto as too thick and Minako as plain. And just to make it clear none of these make a person ugly.

I think it's like tv where there are basically nobody who is considered ugly except for background characters who are too fat or too skinny or have other defining characteristics that make them considered unattractive. The difference between the beautiful people and every one else looks wise is style and attitude. Haruka and Michiru for example are not especially more attractive than other characters in my opinion but they are considered more mature and refined and stylish therefore they are more attractive. It's the same with Rei in my opinion she is often looked at as beautiful because of her long hair and the fact that her being a priestess gives her this intense otherworldly nature about her that people find attractive. Usagi is looked at as not as attractive because she is ungraceful because of her attitude and sometimes probably comes off as babyish because of her youthful sense of style like her buns or her bathing suit with the crazy bows.

Great question!

Beauty is in the eye of the beholder, it's such a cliche but it matters to answer the question. We have two beholders here, the audience and the characters within the universe. Here it gets muddy. What we, the audience, beholds is fabricated and misleading because of wanting to create role models for shallow girls and fan service. So to answer this question we have to forget how these girls are presented visually and focus on their interactions with other characters. When it comes to beauty each characters' interactions are different and it could take a long time to tease apart, but here are some of my quick thoughts...

The inners in order of attractiveness:
1. Rei - She is attractive as explicitly stated many times.
2. Usagi - Probably has body-image self esteem issues and undervalues her own appearance. However many characters are attracted to her even before they know she is Sailor Moon, and many of those characters are pretty shallow. So Usagi is attractive.
3. Minako - Mina is attractive. But her idol skills are based on her skills in performing more than her appearance.
4. Makato - Mako has average beauty. However her size/bulk makes her less attractive/intimidating to some.
5. Ami - Ami is below average but is somewhat book-worm-cute.

It also matters as to what age they are when this question is asked. In Sailor Myu, even though he detests Usagi, Saphir calls her an 'utsukushii shihaisha' meaning she is (or could become) a very beautiful ruler. It's my belief that Usagi goes from being somewhat attractive to very attractive as she grows older.

None of them are ugly. I don't think it would hurt to have an unattractive sailor (could be in both forms) to balance things out. It would certainly open up a lot of plot opportunities to explore.

Of course, this is just an assessment of shallow beauty not inner beauty. What you consider cannon manga/90s-anime/PGSM/Myu/Crystal will also play a huge role in your perception of this. I'd love to hear other people's thoughts.

This is why I specifically focused on the 90s anime, because manga/ Crystal and live-action are pretty much case closed. I

Very well said. As my question is mainly related to the 90s anime and not the other versions of the story, as everything seems much clearer there, it comes to me that at some point Minako was in a pageant with Mimete and was a finalist, which make me think they are probably very attractive and it is more like the way blondibear_17 said - they are perceived as immature to some and less attractive due to that.

I remember Ami, Michiru, Hotaru, and Usagi was considered pretty in their universe.

Ami - Even in Sailor Moon Another Story game, the Doctor fall in love with her. Even Tiger's Eye says that she is cute. (He called rest if all Sailor Senshi ugly XD)

Michiru - In the episode when Inner senshi (except Makoto) went to the hotel swimming pool, the boys first considered inner senshi pretty, but later they looked at Michiru nd Haruka, saying they are more gorgeous XD
Plus, Minako and Usagi considered Michiru beautiful when they first saw Michiru

Hotaru - In manga, Chibiusa told her friends that Hotaru is beautiful and mysterious girl.

Usagi - No question. Umino, Demande, Ail, Haruka (XD), Seiya.
P.S : Usagi's little brother, Shingo thinks Usagi is clumsy and stupid, but he consider Sailor Moon really fabulous and pretty
