My suggestion:

Opening Scene: Minako meets Artemis, awakens as Sailor V(enus), defeats her first enemy. As the scene ends, the lights fade out and we hear Usagi and the others say, "So that's how you became Sailor V!" Lights come back on and we see the girls at the shrine, all gathered around Minako and we realize the first scene was a flashback. Minako maybe briefly recounts a few other battles fans will recognize from the manga, before alluding to some unfinished business. From there the musical would continue, set some time between the end of the DK arc and the start of the BMC arc, and revolve around the Minako / Phantom A conflict. This would allow Usagi, Ami, Rei, Mako, and Mamoru to appear as more than just cameos, while still keeping the narrative focus on Minako.

Does anyone know if Nogizaka 46 musical from 2019 or the super live musical will be subtitled?
Sea of serenity team is planning to sub Nogimyu 2019, but you can watch it without subs if you’ve seen either of the 2018 versions (or know manga by heart ), the script is almost the same. The super live will not, unless we get an official DVD/online release, which seems more and more improbable ☹️

I can safely assume the musicals aren't exactly canon to the anime or manga. But as someone who's never seen these musicals, I wonder if they have their own consistent internal canon or are they all their own thing?

There are related musicals. For examples the ones made between 2013-17 are one continuinity,

That's neato, I actually find that series are easier to get into when they do that as long as the continuities aren't super jumbled. Sorta like Godzilla

Nelke musicals 2013-17 adapted all the story arcs and were consistent, for example there was no Amazoness Quartet in Amour Eternal (Dream), so they didn’t appear in Le Mouvement Final (Stars) either.

The older 1993-2005 musicals weren’t usually connected (and in fact contradicted each other plot wise: for example, a certain important character died at the end of one of them, yet appeared in a next musical) except for the Dracul arc, in which 4 musicals had a continuity and told one original story in parts. Sometimes they referenced each other but there was no strict plot connection or internal canon

I expected adaptations but a start to finish series adaptation I didn't. I think I wanna watch them

Which of the musicals old and new does Hotaru/Sailor Saturn have a large role in? She doesn't appear very much in the old anime. Here's a video about someone saying Sailor Saturn was neglected from the anime:

2013-17 musicals follow the manga closely, so she had the same role as in manga in infinity and dream arc ones and actually a bigger in the last one than in manga stars arc.

In most of the older ones all the Outers fought as a team, so Saturn’s role wasn’t smaller than for example Pluto’s like in the anime, but not bigger either.
