I've been rewatching the Black Moon Arc and something occurred to me. Chibiusa learned the wrong lesson from falling in the rain and her parents refusing to help her up. (Terrible parenting, btw. Yes I realize it was well-intentioned, but backfired horribly.) Why didn't Chibiusa ask Usagi and the others for help? Sure she does eventually after breaking down crying, but it's not her first response. Why not? In addition, the whole trouble began when instead of Chibiusa seeking an adult's help for dealing with bullies she stole the Silver Crystal to prove some sort of point. Is it possible the incident in the rain taught Chibiusa not to trust or seek help when it was needed?

I don't think that was the point. The lesson wasn't for Chibiusa not to seek help at all but rather in things like this. Like falling down etc she needed to help herself but if she genuinely needs help like with the bullies etc to seek help or in the case of the bullies learn how to tell people off. Remember that as Neo Queen Serenity's daughter she is next in line to be the new Sailor Moon. Remember in the Silver Millennium Princess Serenity was never trained to fight and it could be so that Neo Queen Serenity wanted to prepare her for combat as well as to be the new Sailor Moon if the situation would require it so she wouldn't be defenseless. That is most likely why as well they later sent her to the past to train as Sailor Chibi Moon for the day when she will fully become the Sailor Moon of the future.

Likely, but I think Chibiusa misunderstood as children do sometimes.
