Haruka and Michiru follow a “for the greater good” philosophy a few lives are expendable if it saves everyone else. Usagi believes “every life is precious”

Of course the narrative allows Usagi to be right as Pluto ends up having her talisman on her without losing her pure heart crystal and it conveniently has the power to separate heart crystals from their talisman.

But without that contrivance who would you side with?

Definitely Usagi.

There's a big difference between accepting that you can't save everyone and leaving some people to a rotten fate and deliberately endangering or attempting to kill innocents. Uranus, Neptune, and even Pluto(when it came to Hotaru) are willing to do the latter .

It's easy to say that if the good guys get the talismans, they can do more good even if someone else loses his or her life.

However, if nobody gets the talismans, the bad guys can't win. PERIOD. Trying to find the talismans by baiting the enemy by doing your work for you is just bad strategy, because you're banking on the enemy making a mistake. Making sure every life is precious isn't just the basics of being a hero, but in this situation is good strategy.

Both team have their limits and points.

Usagi is a bit too naive and could be tricked, but remember the Inner Four were with her, if they were there in the end of S, they would not let her handle the Grail to Mistress 9. Still, most of the time Usagi was ok on fighting the enemy, other than a few occasions .

Michiru and Haruka's problem is that they DO NOT trust others at all, being too headstrong on their own which caused their death in both S and Stars. They went on their own even though it was a trap, in Stars they killed 2 powerful senshi for nothing. And it proved that they could not stay on their cool when their love is in danger. They don't have the nerve nor enough power but they pretend like they do, and disrespect those who really have the power to save the world.

Inner Five>Haruka and Michiru

Think about it, the Black Moon is a bit similar to their way.

Demande wanted to let his ppl clear name and go back to Earth. For this purpose he could allow sacrifice, but he was used by Wiseman to cause massive destruction.

Usagi believes “every life is precious”
As long as that life doesn't belong to a demon, lemure, yuma, phage, alien, witch, Black Moon clan, Dark Kingdom clan, and basically anybody else who is considered to be an obstacle on her way to become the sole ruler of the planet, or dares to have a different vision for the future of this world. THAT life can be freely sacrificed in the name of "the greater good", without any judges, trial, or even moral considerations.

I'm idealistic like Usagi, so I would try to save everyone even though I recognize that might not be the most realistic option.

That being said I do understand where the Outers are coming from, as sometimes it's simply impossible to save everyone and sacrifices must unfortunately be made.
