Seriously, wandering off by herself just get a hat? It's a surprise she didn't get a scolding. Or maybe nearly getting eaten by a monster drove home the point. Then you have her delinquent mom trespassing. What's wrong with this family?

Her mother's a goofball and her father gets sick every other week.

Like Clow says above, the family might have developed a sense of entitlement. This might come the Usagi. She's quite sheltered.

As she was in her previous life. Coming to Earth. Falling in love with the Prince. Despite knowing there was some kind of “forbidden“ law—as the manga referenced.
Laws are for peasants. But I love'em no matter if they are royal brats.

I mean at age 22 she decides to be queen of the entire planet everyone on it has to live by her rules and her rules alone

If that's not entitlement I don't know what is.

To be fair, she saved the world a lot, and after the frightful encounter with Galaxia and Chaos she deserves it.

Also, to be fair, she did extend the lifespan of humans, and thats a lot more time to enjoy the world. I wonder if this extended to animals as well though or do they just die regularly? Like dogs and cats having increased lifespans?

We hope. Um...how old is Diana? Or I guess Moon Cats have extended lifespans.

Considering how she is, she probably just asked politely to be queen and everyone said yes.
Princess Serenity goes from a fragile and quite possibly immature Princess in her previous life to a Queen in her current one.

I don’t imagine that she had to ask anyone to rule the planet: she used the power of the Silver Crystal to establish the old Moon Kingdom on Earth.

If memory doesn’t fail, Neo-Queen Serenity cannot transform into Sailor Moon, but her powers are comparable to those of Eternal Sailor Moon.

30th-century Earth is a reincarnation of the old Moon Kingdom and all humans essentially live like the beings from the old Moon Kingdom.
