Japan ranks its 10 most iconic characters - Sailor Moon at #10

Because it was a list of most iconic characters not franchise. This is why for example Son Goku was listed not Dragon Ball Z and why Pikachu was listed instead of Pokemon. There’s not really a singular iconic Super Sentai hero or Kamen Rider.
Then why was "Gundam" listed instead of a character from Gundam?

more people know who Pikachu is over Doraemon.

In the US and internationally yes. But this was about Japan ranking it's most iconic characters to THEM. Anpanman ranked #4 for pete's sake who has even heard of him outside of Japan and nipponophiles? Evidently Doraemon is consider more iconic than Pikachu in his home country, Doreamon has also been around since 1969 so he would have wider inter-generational appeal in Japan than a character that didn't come around until 1996 (97 if we want to be techical since that's when the Pokemon cartoon first aired). I think a few people here are basing their reactions on being westerners and not someone who was born and raised and lived in Japan as the people who voted for this are.
