I’m almost certain Chibiusa here was drawn by the merch artist. You can tell by the shape of the mouth.

Nope, check his Twitter. He has drawn recent designs for Fresh Pretty Cure, Tiger Mask W and Fist of the North Star, neither of which he has anything to do with anymore because each have ended a long time ago.

The way the Moon Stick is drawn among other things makes me think it was drawn by someone else.

It is a very toy-accurate Moon Stick, though of note is the Ginzuishou inside it being in its lotus-shaped form that it, when attached to the Moon Stick, only assumed during the battle with Metalia in the manga.

Not sure if it is original art or not but I have seen this art many times before and many many years ago. While I think it is fanart, even if it wasn't, Naoko changed her style a lot and doesn't draw like this anymore.

You'll notice the Moon Stick is 90s anime style as well, I think it's very good fanart.
