It really sounds bad though... It also sounds very retro which doesn't work well with the visuals. It is similar to the ViZ dub where you can feel the modern dub not go so well with the old show. Asynchronous. Here we see the opposite. It is my opinion so I hope I won't get chewed for it.

Someone should explain to Naoko that not every pertson in the world speaks English, and is faimilar with the meaning of guardian. By imposing this she ruins the translators works and makes the show less accessible. As for me, I should write apologetic letter to Linda Balentine - there was Usagi voice worse than hers.

They were originally going for Sailor Scout, so I don't see how Naoko did something wrong.
And Paty Acevedo has to smoke tons of cigarettes to pull off a voice actually worse than the one Linda did for Serena. This is still miles better.

I know that Japan is imposing on them to keep attacks and the guardian thing in English. Sounded very off in German and Portuguese. If they try to impose that on Slavic country this wound sound cringy.

Where did you get this information?
I am too lazy to search for a source, but it is obvious - every language Crystal was dubbed to kept the attacks in English. . Even in French they kept all the attacks and names of the sailors in English. France would never do that unless being part of the contract. They renamed Mamoru to Endi so they can translate Mamo-chan to Endy-cheri so it rhymes but kept the attacks in English and tried their best to pronounce the names of the planets in English. I guess Mexico will do the same. We shall see.

This is not true. Italian was one dub that did translate the attack names.
