I don't think two major characters that even interact with each other should share the same VA if they have the budget they need to hire two different people. I'm sure there are a lot of voice actress that sing out there.
Never been a problem with the Dragon Ball franchise I honestly didn't even know for years that Vegeta Piccolo and Yamcha all had the same english VA and they constantly interact. I think if an actor is decent it shouldn't really matter even in theater and stuff multiple roles isn't usually a big deal.

Honestly it was always pretty obvious to me that Piccolo and Vegeta shared a voice actor. Especially when Sabat voiced King Piccolo in Dragon Ball and just used his Vegeta voice
I mean there are times when that sort of thing doesn't work such as I thought it was really lazy when Sabat just used his Piccolo voice in Yu Yu hakusho for Raizen but generally I think he has a really good arsenal of unique voices like when I was 11 it would have been news to me that same guy who does Kuwabara in Yu Yu Hakusho does Vegeta. Cristina Vee is only voicing one role right now so i don't see the big deal. I mean even in the 90's dub voice actors were recycled here and there and either nobody noticed or nobody cared because they were good at what they did already. People already complain that everybody sounds the same in Viz's dub even when they use different actors so I personally don't see why it would be a problem. Anime in general is usually not that big a pool of actors. Even in the original Japanese subs multiple parts are played by one actor such as Masako Nozawa playing Goku, Gohan and Goten and yes they may all appear in scenes together where she just talks to herself back and forth. I mean even in the original Sailor Moon Beryl and Luna are both played but Keiko Han I doubt anyone would have really noticed if they had exchanged words.

I'm pretty sure they'll get non-Guardian VAs for the Starlights. So far, all the recasts have been someone who played a supporting role getting to play a bigger part. (like Keith Silverstein, the man who voiced Usagi's dad, getting to voice Professor Tomoe)

As for how they'll cast them, Viz is big on recreating how Japan casted. (like how Chibiusa and Hotaru's dub VAs also played Black Lady and Mistress 9) So I'm 99.99% sure they'll just have female VAs do both the male and female voices.

Viz cast males to voice Shinji and young Mamoru, unlike the Japanese, so I'm not sure what to expect with the Starlights. Like I've said elsewhere, I think Mona Marshall would be perfect for Seiya, and they could also cast Casey Mongillo as one of the others (or maybe Seiya as well). Casey does a good job with male and female roles, and it looks like they also identify as genderfluid now (after a while as a transwoman), from what I can tell from their FB page.

I expect Stephanie to pull out her best acting chops for Stars. It's an emotional arc especially when it comes to this part...

And this one

She needs to nail this arc. I need the director to pull out the best performances out of all the VA's
