I think it has more to with the fact that since Venus represents beauty (and modeling apparently) the light from Venus is shining down on her, it makes this transformation more elegant to have some servants from Venus appear doing ribbon gymnatics to take your mind off the fact that it looks like an advertisement for a shampoo commercial.
I still love it. I find that little glowing heart in her bow an interesting addition to the costume as well. I think it's nice that for her transformation she gets jewelry in her hair. Very Aphrodite like... I could go out on a limb and say it may even be representing two of three Aphrodite's actual servants in a way.....but that would actually make sense and I just wish they made a Sailor Venus shampoo and conditioner hair line for the show .

Fact 1: Minako from her Sailor V days is an excellent gymnast (except when a cat is in her landing zone).
Fact 2: Minako is (or aspires to be in the anime) an idol/singer/performer.
So what do you get if you combine the 2 skills together? You get gymnasts performing with ribbons...
Now that you point it out it is a bit of an out of the box choice but I never actively noticed or had a problem with it. I just lapped it up like all of the other crazy wonderfulness that is PGSM.
Could be Phobos and Deimos in disguise attaching a monitoring device to her so Rei can make sure Mina isn't overexerting herself.
My headcanon will now be that they're Antheia and Aglaia, the Charites of adornment and beauty respectively, who were part of Aphrodite's retinue. They were Venus's hairstylists in her past life, and their fate is now to do her hair while she transforms.
