The movies and the specials are not canon in a way, so they shouldn't affect your viewing of the series. I would still recommend watching the full series first then watching the rest, but again you can watch them in the order you want

From the tv series, to the movies and the special, is there a recommences order these should be viewed in?
Recommended order and original viewing order are two different things.

NJ_ gave you a comprehensive list of chronological order including where the movies/specials were released in occurrence to the episodes.

But, for example, even though Sailor Moon R the movie was released after episode 76 it has to come after episode 77.

Not necessarily, since the films exist in their own continuity. I say NJ_'s list is the way to go.
The films are in their own independent continuity but if you want to watch them in their most logical placement it makes more sense to watch it after Usagi and Mamoru get back together but before the gang heads to the future.

There’s no objectively correct way to watch them. Hell when I rewatch the Optimum dub I watch all 3 between R and S to align with dub production order *shrug*

I would watch 1 to 200 first then the specials/movies. ^^

I recommend you also watch Sailormoon Crystal Season 3. It supplements Sailormoon S for the lack of :hotaru: in action.
