The opening of Hello! Lady Lynn (198 reminded me of the 2nd opening of Sailor Moon R in some places.

Looking it up, it seems that was also a Toei series though there isn't much to find as far as staff credits is concerned.

Possibly the Sailor Moon series in the Whoniverse is drastically different given that Earth gets invaded every other day; perhaps Whoniverse Naoko met the Doctor (or one of a hundred thousand other aliens), prompting more Pluto in the series?

Or, more likely, they wanted to add Sailor Pluto since she's the Guardian of Time and the Doctor is a Time Lord/time traveler. Kind of an Easter Egg. Now all we need is a Sailor Pluto figurine somewhere in the TARDIS.
