There are some flawless frames and I think at least 2-3 different people worked on this. Just look at this frame, there's nothing to complain about it:



shading, line art, highlights...nothing here looks wrong, derpy or off. It looks awesome!

In general, Chibi-Moon looks good in this transformation, much better then Moon. And here is my problem: the character design. Moon looks too young, her face is basically the same age as Chibi-Moon.







The best thing about the character design are the eyes. They are popping and upgrading the faces, as you can see here:
With the eyes closed it looks ok, with the eyes open: Wow, nice!





Side note: By how the hairline in the back and the bangs and the ears are drawn you can see the different animators. The frame where Moon and Chibimoon have closed eyes is not from the same person that made the one with the eyes open or the gorgeous one from Chibimoon on top of my posting.
I agree completely there are some shots that are beautiful, the transformation itself is fine. This isn’t the crap show that was the first season. It’s going to look nice, mabye not wit studio or ufotable nice, but nice, every pretty.
 
The more I watch it, I can respect the pretty colors and stuff. It's just stiff and I also personally don't like that ribbon transition that sweeps by. It looks like when the American version of Sailor Moon used to insert those CGI tiaras when switching between scenes.

Also, the music sounds off a little but when you listen to it with stereo headphones it sounds a bit better. It might sound cool in a movie theatre, to be honest. It just needs the chorus.

that chibi moon profile shot is perfect and the funniest thing is it is invisible unless you watch frame by frame, while the derp stays for ages on the screen. Still while Moon looks younger, they do not like bugs as they did for me in season 3. I lik the designs in executions, all they lack is some shading, whivh some frames has and looks quite good
That's because of the animation director. They redraw parts of the animator's key frames to keep the art consistent and on-model.

Here's an example with Ikuko Itoh for episode 125.

I've seen people rip apart Sailor Moon's Cosmic Power transformation from Crystal S3 and like... It's animated by Naotoshi Shida, not just one of Toei's best animators, but one of the most talented animators PERIOD.
I'm not familiar with his work, but if he is as good as you claim, that's not evident from his work on Crystal. Sailor Moon's cosmic power transformation was rightfully criticized. It's not just an issue of smoothness; it has to do with the entire direction of the piece. Weird camera angles caused the body to look disproportionate and dismorphed. Attempting to replicate 3D space with sudden movements isn't going to work, if you can't keep your character on-model and aren't well-versed in anatomy and perspective. It will just make your character's limps look rubbery, which it did. That doesn't look good to me.

Saturn's half transformation in s3 was really smooth and well directed, whoever did it, perfect.
Agreed. That was the best transformation sequence in the entirety of Crystal. Original, appealing, well-executed.

@Seen2 Aaaah yes, the good ol' step-by-step transitions from Raw Draft to Final Scene. Those were the days before the purely digital age.

I actually experienced that first-hand (including the yellowish/grey pages with the markings/descriptions/correction hints scribbled on and the paint-on cels with those distinct perforations at the top) as a Voluntary in a Cartoon Studio. :happy:

Did anyone try to put Tadano‘s eyes on Sakou‘s designs? In my head mixing the two styles leads to the perfect character design.

I also think that s1/2 transformations were more dynamic and stronger then s3, although too long and 3D.

I have asked that a long time ago. If someone could do it would look awesome. Sakou needed a bit better proportions, Tadano's bodies are good. Tadano's bodies and eyes with Sakou hair, skirts, details.

and then we had those s3 horrifying sound effects

That makes such a difference. It looks way better.
Sakou also made their heads gigantic. And then she placed the odango way high instead of in the traditional spots on both sides of the head.

Each new design has huge heads. Eternal's are as well, and the faces are quite wide. S till they finally got the eyes right.

yes, the eyes in s1+2 were too blurry. the eyes need to be sharp to look expressive.

While you are at it. Could you find lips and noses and put them on Eternal designs. You are getting good t it. I mean keep the eyes as they are Eternal style and add noses and lips. Kind a hard for Chibi as her speech was done by Akira, who didn't even resemble the style.
