Sure. They just decided not to go all-out with the transformations like they did with S3. Makes total sense.

I've said it before and I'll say it again: Due to the way they were produced and the way they influenced each other, the '90s anime has as much of a claim as the manga to being the "original source material" for Sailor Moon. Every adaptation since the '90s has drawn inspiration from both (and even several musicals and video games from the '90s drew inspiration from both.) References to the '90s anime are to be expected in Crystal/Eternal.
But references need to be selective. They need to be purposeful. They need to be good.
The double-Moon transformation stock footage from SuperS is bad and boring in my opinion, so referencing it is already a bad decision in my books. But they didn't just reference it, they copied and pasted it. And they didn't just copy and paste it, they made it look worse. (And I literally had to rewatch it after reading the comments about the BGM because I hadn't even realized there was any music playing. The "new" transformation music makes ZERO impression. They should have played "Beautiful Dreamer" instead. At least that song's iconic, slaps, and is free.)
And how is this going to work, exactly? Unlike the '90s anime, Usagi and Chibiusa don't always transform together in the manga. Are they going to make it so they do in Eternal? Are they going to skip over the times they transform separately, having that happen off-screen? Does this stock footage look awful because they had to split the budget making three different transformation sequences?
I *had* been looking forward to Usagi and Mamoru's joint transformation sequence in the second movie. Now I doubt that will happen and it's probably a blessing in disguise.

Even the visual fx is such a downgrade. Like the way Shida drew the hearts exploding out of Usagi’s cosmic transformation in Season 3 was so beautiful.

Also there’s one really visible moment in Chibiusa’s speech where her whole head of hair changes for a split second... This is definitely a return to Season 1 and Season 2’s animation quality.

I'm not surprised. We knew it was going to be a copy of the 90's anime. What surprised me, though, was to see that the animation of the 90 is better and more fluid.
The transformation needs a ton more frames to make it acceptable. I'm saying acceptable, not spectacular. At the end of the video, when they get the tiara and the feathers we get some good key frames and from that point it is nice but all the previous scenes are to be deleted and redone.
The lack of movement of the hair is jarring, the absence of chest when they are spinning and turn their backs, the lack of texture and shape of the compacts on their chests make it look like a tattoo.
I mean, it's too much. I hope they listen to the fans because the reaction has been wild on Twitter.
And another thing that bugs me a lot. If they want to copy everything from the 90, they should have done 2020 versions of the 90's OST.

it is really a shame because the plot is really good in the manga (I think personal the best of all manga's story).

In the 90's, the transformation sequences topped in Sailor Moon S. From that season on, they went down the hill with Stars being short, lazy and with almost no effects.
This was their chance to make it right, to give us a good Crisis make up to redeem themselves from the one in SuperS but god, it went all wrong.
At this point they'd better use this changing the fuku.

Because of an incredibly blurry and unfinished frame on the composer's monitor? We didn't know the actual state of the production then, and we don't it know now. Considering how the key staff is the same as S3 minus the writer and character designer, they already knew that the transformation sequences needed to be good and proved that it could be done. To act like this was intended to be the final product and that COVID didn't have a hand in the production of this movie is dishonest at best.
That's the most likely scenario.

At least the designs are better I guess. I hope the final is polished and this is not the final product. But I find it hard that Covid affected them, sorry. Last year they said both films will premier in 2020, which means they were advanced in production for part 1 like you said. Anway. We will know in 6 months... Allegedly.
You’re giving Toei way too much credit here. Movie 1 was likely finished or near-finished last year
