Should Chibiusa be considered dead/gone since she didn't show up in episode 200?

Should the future of Crystal Tokyo be considered wrecked? And should the moon cats, the Sailor Starlights and their princess be considered gone at the end of the manga?

The Starlights and Kakyuu are resurrected, as are all the sailor crystals in the cauldron. Crystal Tokyo seems to have happened, but maybe not the same way... the manga's unclear on that

From episode 173, Chibiusa died. Since his father dies, so by default the future has changed.
The concern comes from Sailor Pluto, being the guardian, she should have noticed this and yet nothing was said.

Once the galaxy is saved, everyone comes back to life, so by default, Chibiusa too. But since she comes from the future, it's normal that we don't see it.
The timeline takes the right path to go into the future that we know.
