I am actually not certain that Sailor Saturn is really a Outer senshi in 90's anime. In manga, she definitely is a outer senshi, however, I'm still concerned about Hotaru is suitable to be an Outer senshi. Since Outer senshi tried to kill her in S, and Setsuna later takes away Hotaru in front of her father (Well, we can say that she returned back to her dad after Nehelenia story). But also, Inner senshi is the one who gave her courage and love, while Outer senshi hated and disliked her during S. As for Stars, Outers seems to be lot nicer, but not welcoming her like in Manga. So, do you think Hotaru in 90's anime is really an outer senshi, or Inner Senshi?

And I'm sorry to say this, but because Inner Senshi gave her love and courage, believing, and hope in 90's anime, Sailor Saturn in 90's anime actually suits much better to Inner Senshi, I suppose.

Sailor Saturn is definitely an Outer Senshi. For one the other Outers in both the 90s anime and manga tried to kill her because they thought that she would bring the Silence. Also the Outers were very welcoming to her in the 90s anime in Stars and Haruka and Michiru showed much affection to her when she was a baby they definitely were good to her in Sailor Stars when she was growing up and became a full team in Sailor Stars. Also Sailor Saturn in the 90s anime was referred to as an Outer Senshi and one of the 4 Soldiers of the Outer Solar System so really there is no doubt she most certainly is not an Inner.

She still is an Outer Senshi, in fact, after all, she did give the other three Outers their Super forms in the first episode Sailor Stars, remember?

While I see where you're coming at it from a character perspective of the inners being more supportive and treating her more like a part of the team in some ways (although the outers definitely softened on this during Stars... only for that thing near the end to happen and mess it all up, so, uhhhhh), she would still be considered "outer senshi" by virtue of Saturn being one of the outer planets (although, intriguingly, Saturn is the innermost of the outerp planets) and that being the way the team powers seem arranged (as far as we know, the inners don't have talismans; also as far as we know, none of the outers got upgrades at the same time that the inners did, such as their level-ups in the Makaiju arc or the new wands and watches in the Black Moon Arc or the Pegasus upgrades... although who knows how that stuff would've worked if Saturn happened to be working with them at the time).

So I would say it's kind of an interesting concept (especially in light of the planet closeness), but for practical purposes, she is still definitely considered "Outer". Support alone isn't the only reason to be considered part of a 'team' in terms of magic powers- Tuxedo Mask is probably not an Inner Senshi either despite constantly working with them and being part of the family, much less Nephrite or Saphir (who got more support, minimal though it may be, from the Inners than from their own teams).

Chibi-Usa isn't really an inner senshi either probably, although exactly what she is is up for debate (since in the manga she gets an asteroid-based team... and she seems to be based on the moon again even though we still have Sailor Moon at the same time? Maybe she's supposed to be replacing Neo Queen Serenity who's "stepped down" in some capacity but ehhhhhhh what about the inners at that point, anyways).

Speaking of Chibi-Usa, she's shown the most consistent teamwork and loyalty to Hotaru throughout (which makes it all the more frustrating Chibi-Usa has to sit out the Shadow Galactica arc, although given what almost happened in the Nehelennia arc for a moment, I think she might have gotten erased from existence again for that time period, a la Marty McFly preventing his own conception). Maybe if we can reclassify the planet Saturn as an Asteroid.... :googly:

I always saw Saturn as a standalone, since she's so powerful and different. She does her own thing and gives deatch and rebirth. There are Mars, Mercury, Venus and Jupiter, who protect the princess and Uranus, Neptune and Pluto protecting the solar system (although Pluto is also kind of a standalone in my opinion). I didn't like what the anime did to her in Stars. She was totally downgraded (with Pluto) and her power was sort of irrelevant.

But Inner Senshi gave her more love in S season, I suppose.
They were supportive of her in Sailor Stars though I mean they were seen as being nice to her when taking care of her.

Except this is not true Sailor Saturn has always been referred to as a member of the Outer Senshi. She is probably more special then the other Outers in some ways but she is still an Outer Senshi and has been referred to as such in the 90s anime and manga. I really don't get why people either don't want her to be an Outer or who don't think that she is as she has always been referred to as such.

She's an Outer, but initially only because "Outer" became a catchall for all the Guardians who weren't part of the Sailor Team, Later, the four began to associate with each other for easy symmetry for marketing purposes.

Sailor Saturn really is a wild card who should not exist as her purpose is to destroy...and instead of being the tweener whose side you never really know she's on until the end, she subverts the role of the solitary, severe soldier and actually does become a team player.

And even though the Inners are less cold...really, aside from Sailor Moon, Chibi-Moon, and to a lesser extent Tuxedo Mask, did any of the actual core inners (Mercury, Venus, Mars, Jupiter) even interact with her at length? While I wish this series would have shown more interaction between Saturn and the Inners (I'd get misty eyed if Ami and Hotaru ever interacted and talked about their respective medical dreams), it didn't. By contrast, Uranus, Neptune, and Pluto did interact with Saturn. So Saturn is in the Outer category, unless you rewrite the series from scratch.
