That works well, since Saturn likely would be a part of her crew, since she's supernaturally born and younger than everyone else. It's a bunch of reformed delinquent magical girls!
That makes a great idea for a brand new Sailor Moon story - I like that! :D

I think the “Dream” arc was created with the intention of giving audiences what they loved: flashy transformations and new attacks and, of course, new senshi (a concept that was better explored in “Stars“).

The problem, in my opinion, is that Chibiusa and the quartet are simply not as appealing or charismatic as Usagi and the inners & outers. I also don’t know what Naoko was thinking when she drew the quartet; they look so cartoonish in comparison with the other elegant senshi.

I vastly prefer the Sailor Starlights over the quartet—the Starlights have the same aura of mystery as the outer senshi and, therefore, they are cool—you want to know who they are, where they came from, and their intentions. The fact that they are disguised as males makes them even more mysterious.

I like the villains-turned-heroes trope a lot when done right, but I just don't feel like there was ever really a point to the Quartet becoming Sailor Soldiers since we never really get to know them.

They had more time to shine individually as characters in the 90's anime, but they were introduced pretty late into the season and there really wasn't any room left for that plot line. They were busy introducing them to the audience, explaining the story behind Helios, Elysion and Nehelenia, and the finale was right around the corner.

Sailor Stars is a retread of the Black Moon and Infinity arcs. Dream is a retread of the Dark Kingdom arc. The Quartet are the new Four Generals. It isn't really any deeper than that.

I mean, they were also bad guys, so... not exactly trustworthy either.
I find it ironic that you say this but are a huge Dark Mercury fan when she turned evil in PGSM. You can be evil and turn good and redeem yourself. The Quartet did just that. Personally I liked them as characters and I know they were meant to be Chibi Moon's new inners as Dream was originally meant to be a set up with Sailor Chibi Moon as the main character but given that the 90s anime makers screwed the pooch with SuperS this wasn't meant to be.

Presumably at some point the Inners die? It was never said that they were entirely immortal, just extremely long lived, right? At which point Chibi would need her own crew.
Why would she need her own crew?

Even if the Inners have to stop Sailor Guarding at some point, why would Chibi-Moon, who is on the way of growing up, even need protectors? She received her training in the 20th century and the 30th century is an era of peace, so she really wouldn't need to fight, and if she did, she should be able to take care of it.

In a worst case scenario, where she needs a team, why would she call on four new Sailor Guardians unconnected with any before her. If she's the future Sailor Moon, she would call on the successor Inners, not this newly created quartet of girls.

She needs Guardians the same way Sailor Moon does. With the kinds of enemies she would have to fight she needs protectors and that is what the Sailor Quartet is for. Also it seems like Naoko Takeuchi didn't want to make a successor group to the OG Inners. After all Sailor Saturn being Sailor Chibi Moon's friend will also be a Guardian of her and not say a new Sailor Saturn. I honestly thought that for Sailor Chibi Moon's Team the Quartet would be the Inner's Counter parts on Sailor Chibi Moon's team with Sailor Ceres as the leader and Sailor Pallas as the second in command and for Sailor Chibi Moon's Outer Team Sailor Saturn would obviously be the Saturn of the team both literally so and counterpart wise with maybe some new characters to be the Sailor Pluto, Sailor Neptune and Sailor Uranus counterparts of the team.
