What is your headcanon as to why 90's anime Rei Hino personality is so different from her manga counterpart?

Because 90's Rei didn't go through the same experiences that Manga Rei did.

That's a "chicken and the egg" answer, I know, but there is no evidence that 90's anime Rei ever fell in love with her father's secretary, or even that her father even existed. Without having him as a politician who has a direct, if largely unseen, influence on Rei's life, Rei is a completely different character. She doesn't have as many expectations to live up to so her personality is completely different.

I like the anime Rei much better. She is the closest friend of Usagi and the 2nd female lead in the first season.

Manga Rei has a cool personality, but outside of a few independent stories, it never truly expand her character much. The Inner Four other than Minako are all very bland.

Manga Rei's personality was also bland before her own story came out, so they had to figure out the way.

Also since the anime is very comedic, they need someone to play the role with Usagi. You obviously could not choose Ami so Rei become the one.

Yeah that's the problem, manga Rei's personality was not truly clear before her own short story since the manga was so rushed. Usually the "red" of a sentai team is hot headed, so it's reasonable to go that route.

And they need someone to play fun with Usagi so Rei would be the ideal choice.

I know that's the reason out-verse as to why her personality is different but I'm talking about an in-story reason why.
There was also Rei mother who was never mention in the 90's anime.
I found some evidence that shows Rei mother wasn't around for her.

Also I don't think Manga Rei is just elegant, she loves to make sharp comments and does have a big temper.
Its a plot point that her elegance and beauty leads Luna to suspect that she's the actual princess during act 3.
I think that she would act more like a snobbier Michiru had they followed the manga characterization, but I don't mind the character being changed.

Given that there is a strong preference for anime Rei, I think Sato made the right decision. It worked better for the comedic aspect Sailor Moon is known for.

I'm in the minority in that I prefer manga/Crystal Rei. Hot headed lancers are almost always my least-favorite character archetype, and Rei yellng at Usagi while Luna was yelling at Usagi really got on my nerves, even when Usagi was being a crybaby. I don't like seeing people double-teamed like that. However, I admit that's a personal preference.

Personally, I wasn't a fan of PGSM Rei because she came across a stereotypical rude loner "I don't want to be your friend" who doesn't really warm up to the group but through hanging out with them ends up being part of "gang" and instead forms a satellite friendship with Minako.

I'm not saying it wasn't done well. It was. But I didn't like her there, either.

Sadly neither Rei are not really popular among the Japanese fans.

I like Rei and Usagi's friendship very much. Rei is like 4-5th among my favorites.

PGSM Rei's actress become a top star in Japan. As for characterization I like Minako's. She totally make difference with Usagi unlike in the manga/anime.

Michiru also differs from her manga self. Anime Michiru is obviously tougher and more determined over her course(even cruel at some point), more arrogant and much less goofy.

I don't know that Michiru is ever "goofy" in the manga save for what, two panels in Stars?

Meh I don't hate the manga, I just like some of the anime character too much I guess.

Manga Michiru is fine overall other than some scenes like you've said.

I think they made the right call. Ami is already easy going, calm, and sweet. I don't think they needed another calm character in the anime. That works in the manga because it's just one chapter a month, and very little time is spent there on the girls interacting with each other day by day.

The anime needed some variety in personality and Rei's snarkiness was perfect shakeup for their dynamic. It challenged Usagi as a character rather than just having 2 allies who happily follow her into whatever adventures she has that day.
