By the way, I'm mostly going by the 90's anime in regards to this; I'd say in the manga/Crystal, I'm more neutral to all of them. If I had to go with a favorite from the manga/Crystal, it'd probably be Mistress Nine or Kaolinite. I like Professor Tomoe a lot less in the manga/Crystal, I didn't like how he was pretty much all evil without a more human/third-dimensional side.
^-- Saaaaame, I wish they had divided up the characters more evenly in the show so we could see more of their character development, as they were pretty bland in the manga. And Professor Tomoe was a lot better in the anime. A LOT better.

I gave my votes to Mimette (I love her enthusiastic, star-struck personality; it makes her unique among villains), Kaolinite (I love her general coldness toward Hotaru, giving sweet Hotaru someone she DOESN'T get along well with - and shouldn't - while K has nothing but respect toward the professor, plus I love her straightforward, hardworking ethic), and while I love the professor, I was only allowed three votes, so I gave my last one to Mistress Nine, whom I love a lot despite her not having as much character development that I wish she could have had. While I prefer her over Black Lady, I'll be the first to admit that Black Lady was the superior villain in terms of characterization and story line, because Chibi-Usa made Black Lady herself, in a manner of speaking, whereas Mistress Nine just found a body to live in for a while until she was ready to hatch. :P But watching her use precious, innocent little Hotaru's body to snatch Hotaru's only friend's crystal away from her, killing her with her own hands (well... hair) - Hotaru's hands (hair) - just.... I don't know, it was so cold and heartbreaking, and there was just not even the tiniest fragment of regret or anything. Like, I would assume someone who has lived inside the body of such a purehearted person would have had SOME kind of affect from that, like maybe she would have second thoughts, even if only temporarily, she would have tried to rein it in a little, but nope, she was a completely incorruptible villain despite her constant close contact with Hotaru (who could not say the same thing, because she herself was not able to escape the occasional influence of Mistress Nine).

I agree with everything you said about each member of the Death Busters needing equal amount of screen time because it would have been nice if everyone can see all of the members being more developed and see that they all have different personalities too. I was so disappointed that Tellu, Viluy, and Cyprine and Ptilol don't get enough screen time like Eudial and Mimete do.

I voted Professor Tomoe and Mistress 9.

I though Kaolinite was somewhat cool in the manga, but her antagonism towards Hotaru as well as her fanservicey anime framing really turned me off her as a character.

Personally, I don't care for the Witches 5, though Mimete had her moments in the old anime. I didn't particularly care for Eudial and still don't understand why she got such a large arc of episodes. The others had so little screentime that I could hardly even get to know them.

I agree that Professor Tomoe and Mistress are very amazing villains and that Kaolinite is a much better character in the manga. I don't understand why Eudial and Mimete got a lot of episodes either compared to the rest the Witches 5. It's crazy how Viluy, Tellu, and Cyprine and Ptilol each only got one episode which is not fair to them, plus I would also like to see them have more episodes too just like Eudial and Mimete.
