Isn’t it just some Takeuchi’s inconsistency ? Because her comment is wrong since these designs were never in the anime, and those wristbands are not even in the manga or in other color illustrations of the artbook (the one some page earlier for instance). It seems to me she draw them first in some color illustrations and then forgot to use them or choose to suppress them later.
No, even the drawings of ESM pertaining to the Manga did not even have that detail, an example of that is the Shinsouban covers.

Not exactly wrong at that time since they were planning the Stars Season, her plans for the anime that were never part of the 90s Anime and Manga are in the Materials Collection and the Artbooks.

I just seemed to have read something about the involvement of Naoko in Crystal.

New things came from she. The Guardians' Relationship with the Shitenno.

And also that she validated the scenarios. Because the writers said in an interview that they wanted to put in mythology (stories related to the past with Queen Serenity), but this was refused. So refused by Naoko.

Even though she is not credited, she was acting in the shadows. The deal was there, between Naoko / Toei.

And if she's only credited now, maybe it's related to the unpopularity of Sailor Moon Crystal, that she wants to deal with everything and not get bad reviews anymore.

After all, is it a choice of Naoko, or Toei, for Tadano's return? We do not know. If so, it was she who wanted his return ? After all, she was very close to Tadano at the time.
Saki was also character designer .She would had no say on the writing of the show .SxS originally came from Nako.

Excuse me maybe I'm not understanding what you mean ^^
I checked the manga (original print), and ESM has these wristbands in the first scene when she transforms, but they seem to disappear after in all panels. It doesn't seem to have been corrected even in later editions (but I didn't check all). Even in the material collection, which is references for her manga, she had them in the design sheet.
I wasn't able to find a picture with other guardians being drawn with these wristbands though, where did you see this ? (I tried to search but I saw nothing unfortunately).

Oh I see ! What is weird is that these wristbands never appeared il the manga for regular guardians, but ESM got them for few pages and one (maybe more ?) color illustrations before they disappeared. And still they appeared in the anime (because they used the material collection design sheet maybe ?).

Indeed
Yes, it is implied that Takeuchi wanted that detail in the Anime, not in the Manga, she kind of simplified the designs of the Eternal Fuku for the Manga, why bother pitching and putting them in the Anime when she cannot draw it herself repeatedly in the first place.

She left out/changed some of the details she wanted back then in the Anime aside from the wristbands in eternal forms like Galaxia being Chaos as said in the Materials Collection which would have been interesting and deep but she chose a more vague or blurry route for the manga by making Galaxia to be manipulated by Chaos.

I really see that being picked up in the remake of Stars since it would have imparted the same message and theme as the manga and I think that is the plot that Takeuchi wanted to animate.

Galaxia was meant to be Sailor Chaos? Interesting, I never knew this. (I admit I've only ever read parts of the Materials Collection) I have to admit it sounds intriguing and I would actually like to see this, would line up with my headcanon that Galaxia is the Senshi of one of those failed and defective stars Yaten was talking about. And correct me if I'm wrong but wasn't it mentioned that Chaos itself is just the manifestation of a failed star? Isn't that why it appears Black Hole like and is always seeking Usagi's Silver Crystal Star Seed? Because that's the definition of a "perfected" star and Chaos is just trying to become whole again.

If Galaxia's home planet was one of those stars that failed right out of the Cauldron in the Star Seed making process then it would make perfect sense that she would be a "Sailor Chaos," literally the Senshi of a failed star.

This is where I got the original plans for Stars.
When Galaxia removes these bracelets, her true power
appears. She becomes Sailor Chaos.

Just like in the 90s series. When the bracelets explode, Chaos manifests 100%, even if it's still Chaos Galaxia, we can honestly say that it is Sailor Chaos.
It would've been cool if they actually went with the Sailor Chaos idea in the anime, too bad they nixed all the world-building and lore to justify it though so in the end we don't get an actual Sailor Chaos, but just "Galaxia possessed by Chaos."

From what I read in the Blu-Ray booklet they say Chaos Galaxia, because the good Galaxia has ceased to be present. Once the bracelets are exploded, they say "Chaos Galaxia", which ties in with what Chaos says to Sailor Moon: I will rule the entire galaxy in the name of Chaos ".

But it's a shame that this evil version (Chaos), is only shown in one episode. It would have been better, if it was from 195. Once Galaxia shows up in front of all the guardians and Princess Kakyu, the bracelets explode, and the real enemy appears.

And likely Galaxia ends up being sealed instead of being redeemed in any way.
The problem with Sailor Moon, Usagi is too lenient, the image of the good girl who doesn't mean harm to others. Very different from the manga version. Who does not hesitate to kill the enemy.

It's like the end of series 90, that becomes Chibi Chibi ... Was she a Star Seed different from the others, because Galaxia can live without Star Seed, we finally see it before her departure.

I think we might have seen this ending had Takeuchi had not been too complacent with TOEI in Sailor Stars.

I think they might have still changed Usagi's characterization in the Starlights arc.

I don't really have Usagi's behavior. In episode 196, her friends die, she discovers that Mamoru is dead, 4 other friends die. All the inhabitants of the Earth die also in the 196.

I find her really not combative. It's sad, okay. But where is this determined Usagi from other seasons? It has matured greatly but there, everything falls like a bellows.

If I had to say anything bad about this ending, it's mostly about Usagi's treatment.

I tend to see Eternal to be an adaptation of both the Dream Arc and partially a remake of the Anime Nehelenia Arc(visually) since Crystal Arc used the designs scrapped from the original plans for Nehelenia Arc.

The plot of the 90s anime Stars Arc is Sexist because Galaxia represents the Working Woman who stays single and Usagi represents the Woman who retires when she marries by losing her transformation in the end, something that is a common path for women in Japan.
