In fairness, they did adapt Acts 1-4, Acts 16 and 27 (to an extent), the first and third Chibiusa's Picture Diaries, Ami's First Love, and The Lover of Princess Kaguya. But yeah, for the most part it really was its own thing.

Forgot to mention that they did more or less adapt Act 31 for the Tellu episode, and the Chibiusa-makes-a-clay-Holy-Grail subplot from Act 30 was similarly most likely the basis for episode 107.
Based on what she wrote about Act 3, it does seem like she regularly had pitch meetings with Toei, though it's possible those became less frequent or stopped altogether after the first season. I assume as time went on, Toei became less concerned with adapting the chapters into episodes and more interested in just using particular scenes or subplots as episode fodder.

The chess episode with Berthier vs Ami as well. Not exactly the same obviously since it ended with Berthier redeemed instead of Ami being captured, but it was still clearly adapted from the manga even if loosely.
It would have been amazing if the Moonlight Night did appear in the Stars season because he's a very amazing character and he would always be there for Usagi too while Mamoru is gone, plus the Moonlight Night would have made the Stars season a lot more interesting. As for the whole Seiya and Usagi drama, I agree that's it's too much at times and I'm not a fan of them being paired up together either.
That and Moonlight Knight couldn't appear in spirit anyway due to the actual spirit, which was Tuxedo Mask's soul, was stuck in the starseed Galaxia took.
