I watched one episode labeled "Sailor Moon R episode 75" and it was about Usagi and the gang going to the future. The other one labeled "Sailor Moon R episode 75" has Chibiusa getting attacked by the Black Moon Clan in her dreams.
The first one is DiC episode 75. Since Dic skipped 6 episodes and combined 2 episodes into 1 the episode numbers are different

It’s weird to single out episode 75 because the episodes no longer synced up after the first episode

That's what I get for watching randomly based on my mood. Wait, why'd they skip six episodes?

There’s no official answer but more than likely due to DiC only initially planning on producing 65 episodes (the standard number of episodes for American kids tv shows at the time) they wanted a decent stopping point and had they had not skipped any episodes the theoretical last episode would be the curry episode. But by skipping 6 episodes (and combining episode 45 and 46 for content reasons) they could end the show on Japanese episode 72 which resolved the Four Sisters subplot and had the girls combining their powers to save Tokyo from a black hole plus had a standard American type “Here we go again” ending with Serena and Raye’s arguing closing out the episode. It also had Rini discovering the girls identities and Rubeus out for blood leaving a sequel hook should DiC be incentivized to produce the rest of the R series (which they were 2 years later once Irwin Toys fronted the money to get the final 17 episodes dubbed)

Plus you have to remember: There were a lot of moral guardians and strict parents that were watching out for their kids back then and doing a lot of censorship for their children. Had the episodes aired uncut back in the 90s, there would have been a lot of outcry and angry letters toward DIC and none of us would have had the means to watch the series ever again 'til the 2010s. It was a lose-lose battle either way.

True but in the case of the skipped episodes it seem less content reason and more finding the most expendable episodes to skip

They skipped 3 Usagi solo episodes to get to the Scouts faster, which made sense as they were heavily featured in the DiC opening (compare the first Toei opening which is mostly Moon focused and only has a little Mercury and Mars) so they kept the episode where Serena gets the disguise pen, an episode they could use to promote healthy eating and fitness habits, and an episode to promote their Sailor Moon CD. Then boom Mercury debuts at the end of the show’s first week.

Episode 20 and 67 were expendable because they had nothing to do with the main plot and don’t feature the current villains

And episode 42 takes a break from the ongoing Endymion arc to focus on Minako’s past as Sailor V so DiC probably decided to skip it. Even though dub only viewers definitely knew who Sailor V was DiC might have figured it didn’t add anything since it diverted focus from the Serena wants to restore Darien’s memories and make him good again plot.

I think episodes 2, 5, and 6 were cut simply because they were expendable (though episode 2 technically introduces Serena's dad and Andrew) and DiC likely wanted to get to Amy/Mercury as quickly as possible. (The first episode aired in the US on Monday, September 11; Mercury's debut would have aired that Friday, a nice way to close out the week and hook kids into tuning in again the following Monday.) It's *possible* 2, 5, and 6 were singled out for having questionable content, but I think episode 5 would have been easier to handle (just cut the scene where Sammy kicks Luna) than episode 4, which required extensive rewriting.

Episode 20 was most likely cut because it had nothing to do with the Negaverse plot. (Episode 67 was probably cut for the same reason, though since it was skipped in the ADV "uncut" subbed release, it's also possible Toei simply didn't make it available.) It's a shame because it's one of my favorite episodes and would have made a great Halloween special, if nothing else.

Episode 42 was probably cut because it also didn't really advance the story (sure, it gives Mina a bit of a backstory, but...does it really?) and, frankly, it's just a bad, boring episode.

Episodes 45 and 46 were merged perhaps partially to avoid having a two-parter, but probably more because once they cut everything they had to cut to pass the censors, neither episode was long enough, thus requiring further cuts to merge the two episodes into one. It's a shame they didn't do an "extended" cut for home video release.

FWIW’s much like cutting Sammy’s scene in episode 1 skipping Japanese episode 2 so the radio episode is his debut doesn’t really impact anything. Andrew’s debut becoming “Ah yes the boy Serena likes” is slightly awkward though and I think DiC should have added a line in the first episode mentioning Andrew like Serena going “I’m gonna go to the arcade to see if Andrew is working today”

That’s a good point. I’m sure DiC would have skipped it anyways but it’s likely they never had it to begin with since afaik ADV used the same Japanese masters Toei gave DiC

We could have gotten an episode showing how Mina became Sailor V (like make a parallel to episode 1 with Minako meeting Artemis showing her at school, get yelled out by mom and then have Artemis tell her she’s the reincarnation of the goddess Venus and then Sailor V starts a jewelry robbery that’s really a youma looking for the silver crystal) but instead we get a love triangle episode focusing on Minako’s unrequited love from a dude that barely gets any dialog and some nonsensical plot of a 13 year old girl being able to relocate to London for an extended period of time just so her alter ego could track down one youma.

Fred Ladd who was largely responsible for the direction the first 65 episodes took came up with the idea of merging them. At least according to him DiC considered skipping both episodes entirely for content reason and finding some sort of work around but he came up with the “Combine two episodes into one” and “Captured instead of killed” solution.
