This is probably the most interesting post I have ever read on this site, together with the Saban Moon mess.
I think "plagiarism" is too much of an exaggeration here. "Moonlight Densetsu" was clearly inspired by both tunes linked in the second article, but ultimately goes a different route and is different enough.
It reminds me of the similarities between Lady GaGa's "Alejandro" and Ace Of Base's "Don't Turn Around". They're very similar, you can see the clear inspiration, but at the end of the day, they're different songs.
Very interesting info though.

It's easy to see now how Moonlight Densetsu became such a popular karaoke song in Japan if this was such a popular beat to use in their music.

This WikiMoon article about it says "the melody of the song [Sayonara wa Dance no Ato ni] was used as the basis for 'Moonlight Densetsu'" (word bolded by me):
