Title says it all. Do you think the Guardians were depowered after they reawakened in Modern day Tokyo?

Of course the official answer is that Sailor Moon was the main character thus had to be the power house but when putting that aside, the Inners/Outers duties were to protect the Princess/Galaxy from the forces of evil but after the Silver Millennium fell and they were reincarnated the distribution of power seemed to change since Sailor Moon was created.

We saw here and there that Jupiter was able to handle her own from time to time but for the most part if it weren't for Sailor Moon saving the day 99% of the time, they would've lost. This could be contributed to them still coming into their own since we saw in the future (90s anime) that they were able to pull their power together to put Neo Queen Serenity in stasis and protect the new kingdom from the Black Moon clan but at the cost of them being in what seemed like some version of a stasis. But in the Manga a lot of times it seemed like they were taken out by the enemy very quickly.

Most of this is in related to the 90s anime and Crystal but feel free to bring in the Manga/PGSM/Musicals.

In the end what good is having Guardians if they can't guard you to their fullest extent?

What exactly do we have to even go off?

All we saw of the Scouts in the past was firing stock footage at Metallia and then getting murdered.

I would assume they were stronger in the past since they were used to guard Serenity. Why take them away from their families and raise them to be soldiers/guardians/be gifted with these powers if Queen Serenity did all the heavy lifting?

I think something to be taken into account is the differences that there are between the Silver Millennium-era senshi versus the present-day senshi. The Inners of the Silver Millennium were shown to be older than Princess Serenity, therefore more experienced and with that, probably received formal training on their powers. Comparing trained bodyguards with skills instilled into them from childhood to 14-year old schoolgirls forced (to a degree) into the role as a soldier has a lot of differences, especially when we can assume that their Silver Millennium selves were probably a lot older than 14-years old by the time of the fall of the Silver Millennium.

Of course personal strength from martial arts (Jupiter), sports (Mercury and Venus), and other means helps to benefit their skills in battle, but that still doesn't amount to the amount of time and training their Silver Millennium selves were given. It doesn't necessarily help either that they are only really shown using their powers when there is an enemy, as opposed to regularly training and working on improving their powers. Add in their personal lives and going to school, they don't get to have the time to train. Aside from episodes where Mars and Jupiter have gone off to "train" their physical bodies, we don't get to see how much they get to train their powers. If anything, Sailor Venus should be the one with the most power from her attacks given that she surpasses all of them in how long she has been on duty and has more experience. Yet she is still in the same tier as the rest of the Inners, probably below Jupiter considering her physical strength is being taken into account as well.

I personally think that their powers and potential become more unlocked the older that they get and since they're going through puberty and all that, they're limited to how much their current bodies can withstand to give out since their bodies are still developing. Sailor Moon is an exception to her powers being limited given that she has the most powerful Sailor Crystal in the galaxy (and is the main character lol).
