I believe you were refering to the manga, right? Well, in the manga both Mercury and Pluto's basic forms lacked shoulder pads as a way to make them stand out from the rest of the Senshi. In addition to the manga, Mercury's padless sailor fuku was in the first 3 seasons in Crystal, prior to the Super upgrade as well in PGSM.

I'm guessing it's probably just a style choice (a good one too- Pluto's original fuku is one of my favorites) but it could have some kind of function or meaning to it. Funny how the two smarty-pants senshi have the same boots and lack of sleeves.

They're also on opposite ends of the solar system.

I always thought it was because of their duties. Both Mercury and Pluto are thought to be less engaged in face to face confrontations than the other Senshi. Mars, Jupiter, Venus, Uranus, Neptune, Moon and to a lesser extent are heavy battling Senshi. It could also echo their passive nature. Not for sure though entirely but the shoulder less pads fit them perfectly.
