You mean her back, she is running like a robot.

The back is my biggest issue especially around the back ribbon.

Made it animate faster and just make a comparison. Making it animate faster makes the errors less noticeable though.

The collar and chest lines don't seem to require animation though. Not sure about the chest ribbon.

Edit:

Made a new one.

1. Its like slow motion but her hands, hair and chest 3 minuses.
2. Is more balanced, but speed is steel low.
3. Know everything is fine but her legs look a little bit strange, like she is not running but thinking before making steps (one step, half step...)
Last one is not so bad, it would be perfect if you add some stuff from first (figure is going up and down, its one of the most important way's to recreate moves of running figure)
When one leg making a move, the second one is going back and preparing to copy the move of the first, so in this situation running girl cant always be in same position.
(Not fun of these anime's)

About the chest, dont think Haruka has big chest, even if it is, in high speed running it wont be seen, but if you want her to be erotic :D

Agree with Lucius for 1,2,3. Just a little touch and her running sprite would be perfect. Just a suggestion, she still looks like the SNES sprites because of her color choices. You should make her skin a little whiter and her hair and ribbon more yellow. Like this.
