Depends. If it's already out there, I wouldn't pay a ton. If there was a sole copy being sold where no other copies existed... maybe in the $500 range.

I gotta wonder if the guy in charge of Toon Makers, Rocky Solotoff, on the off chance ever saw the pilot release petition I had made. It got more signatures than I had expected. But I couldn't get in touch with him via email, so it was never properly presented to him. Still... with the cels and script turning up, I have to wonder.

I'd pay a lot to see the pilot. If I wasn't a broke-☹ college student, that is. I think I would've liked this show as a kid. It absolutely reeks of the 90's, so much so that I just wanna roll around in it like a dog does in the mud (and other smelly things). :P It's one of my guilty pleasures.

Considering how other things like early game betas go for on ebay, I'd say that the pilot episode to this is worth a grand, at least. If I had the money to blow right now, that's where I'd probably expect to pay for it. But I'd start out trying to lowball for a couple hundred.

That's usually how these things work. The ISO of the Sonic tech demo running on the NiGHts engine for the Saturn or the English ROM dump of Mother 1 for the NES likely never would have surfaced on the internet if someone never bought the materials from the seller. The person selling is looking to make money. And that person isn't likely going to do that if he/she just plasters the thing on the net because of the freeloader mentality of the community in general.

Another (theoretical) scenario is that a group of people pool their money to buy the item & then put it on the net, tho practically speaking it'd be more likely for someone buying it & then sharing it online. lol

You would need to have the bidder be someone with something to lose if they cut and ran. So really it would need to be someone who cares enough about their reputation in the fan community not to screw them over.
