Probably because the corrected version is more expensive or in exclusivity to some other platforms. And I personally think, they count of casual new viewers to catch up the series. So not “people” who are usual old fans of sailor moon and saw already Crystal 100 times but people who used to watch the carton as a kid. I really doubt these are the kind of people who are ready to press pause every 2 seconds and open a website to complain about a 0,5 sec. bad drawings… that’s is usually a job for a old fan of a classic stuff (sailor moon among others; but it’s happening so often Star Wars, Star Treck, Dragon Ball, St Seiya … basically in every series which is remake / remade 20 years laters…)…. I don’t think the goal is also to target anime fan but really grown up kid who watched the series as a DIC “carton” years ago. Crystal is a perfect series to binge… I wish Netflix was that popular when Crystal was “create” I guess it would have been something totally different “success speaking”.
…+ they are certainly not waiting than people buy DVD or BR after watching it on Netflix… who does that anyway anymore excepted fans like us… around me I’m the only persons still buying BR… you just have to go in Europe in stores to see how small are now the space for DVD or BR…
Anyway maybe I’m totally wrong… but it’s pretty clear for me than Netflix wants to test the market to “invest” in a last season maybe?

In fact, casual fans are probably less forgiving than older fans. As much as devoted fans complain about Crysternal's animation they still watch it and drive up the series' streaming figures. Someone who is not as invested would probably just stop watching after Act 2 or 3. This is absolutely a huge mistake.
