After Sailor Moon S, one of the important writers Sukehiro Tomita left the show along with Yanagawa & Sumisawa (both who helped to develop the side characters like Umino, Naru, etc). Yoji Enokido took Tomita's place, and Yamaguchi & Yoshimura entered in SuperS. By the way, they were great writers as we can see in some episodes and other shows like Utena but I think the executive meddling hold them back somehow.
Also new producers came in SuperS, something happened and made Iriya Azuma (one of the most important producers of Sailor Moon) leave the show in the middle of SuperS, that's why Ikuhara couldn't carry out the SuperS film he already planned (This is from an Ikuhara interview).
Then, Enokido and Ikuhara left.
Stars is just the new executives trying to save a sinking ship by implementing the Sailor Moon S formula, and Bandai pushing hard to sell the Starlights & Chibi Chibi dolls. So yes. If the staff had done their own thing (judging by the Nehellenia arc) SuperS & Stars would've been better.
The manga wasn't guaranteed success anymore. The dead moon arc (the favourite manga arc of westerners fans) was not popular in Nakayoshi. People wasn't interested in Chibiusa/Pegasus love, nor in the Inners repetitive introspection, nor the Outers, Nehellenia, Mamoru (He was never a popular character), etc. The Shadow Galactica arc was at the last position in Nakayoshi.... People is always saying 'Had Toei staff followed the manga closely SM woud've kept its success', but seeing Nakayoshi's results I doubt it.

The anime, well as much as I love the Nehelenia arc and think it fixed most of these issues it also sort of.. leaves the whole point of SuperS redundant.
Let me stan the Infinity arc. Naoko was onto something good there, at least. Stars had some good ideas but poor overall execution. Also, Classic, Makaiju, R movie, S and Nehelenia from the 90’s anime. The rest is varying shades of bleh.
