Yes. Something happened.

After Sailor Moon S, one of the important writers Sukehiro Tomita left the show along with Yanagawa & Sumisawa (both who helped to develop the side characters like Umino, Naru, etc). Yoji Enokido took Tomita's place, and Yamaguchi & Yoshimura entered in SuperS. By the way, they were great writers as we can see in some episodes and other shows like Utena but I think the executive meddling hold them back somehow.
Also new producers came in SuperS, something happened and made Iriya Azuma (one of the most important producers of Sailor Moon) leave the show in the middle of SuperS, that's why Ikuhara couldn't carry out the SuperS film he already planned (This is from an Ikuhara interview).
Then, Enokido and Ikuhara left.

Stars is just the new executives trying to save a sinking ship by implementing the Sailor Moon S formula, and Bandai pushing hard to sell the Starlights & Chibi Chibi dolls. So yes. If the staff had done their own thing (judging by the Nehellenia arc) SuperS & Stars would've been better.

The manga wasn't guaranteed success anymore. The dead moon arc (the favourite manga arc of westerners fans) was not popular in Nakayoshi. People wasn't interested in Chibiusa/Pegasus love, nor in the Inners repetitive introspection, nor the Outers, Nehellenia, Mamoru (He was never a popular character), etc. The Shadow Galactica arc was at the last position in Nakayoshi.... People is always saying 'Had Toei staff followed the manga closely SM woud've kept its success', but seeing Nakayoshi's results I doubt it.

I’m not sure what would’ve happened, to be honest. Neither the SuperS nor Dream arc really do much for me. Like, you could cut it from the entire canon and really you’d only be missing out on the Astroid Senshi, Golden Crystal and Coronation. The Inners dream chapters feel clumsily inserted into the plot to the point where they might as well have just been relegated to side-stories. Also, the lack of backstory for the Outers feels like a huge missed opportunity. It’s nice that all the Guardians are united but why does it take half the arc to do so? And even when they are it’s not like anybody besides Moon Family really does anything of importance.

The anime, well as much as I love the Nehelenia arc and think it fixed most of these issues it also sort of.. leaves the whole point of SuperS redundant.

Let me stan the Infinity arc. Naoko was onto something good there, at least. Stars had some good ideas but poor overall execution. Also, Classic, Makaiju, R movie, S and Nehelenia from the 90’s anime. The rest is varying shades of bleh.

I don't get why people are saying the stars arc was bad. I found it equally as good as the first arc and slightly better than the S arc (Chibiusa returning mid-season drags it down for me). The R and Super S arcs were dull imo and felt like they dragged on and on for forever. They had way too much focus on Chibiusa and the character interactions in Super S were so stale by then. Thankfully the Starlights and outers fixed the character interaction issues in stars.

...I can see why honestly , Mamoru in the manga has no personality other than "prince charming" and "perfect boyfriend". I used to think Manga Mamoru was the best depitcion of the character(minus the physical appearance) but after re-reading the manga sone years ago I realised that he is actually a very shallow character who exists just to love and support Usagi. Anime mamour has a lot flaws yes but he always feels like a round character with his own friends, passions and purpose beyond the "Miracle Romance"(the manga in the dream arc implies he has some kind of personal life there too but of course Eternal cut that small dialogue).

Please start a new topic for this because this is going to be a nightmare of people dreaming of nothing. Naoko just said in the Chanel Magazine that she " has an idea for a senshi " which is something that she probably has thought tons of times for the last 30 years. And some pages are already taking this empty statement just to give misinformation that there is a new Sailor Moon series in the works, etc... STOP.

It's not like Naoko hasnt been making statements in magazines for the last years that never saw the day of light lol. We are still waiting for those release of the artbooks 10 years later.

I think SuperS and Stars definitely suffered from executive meddling/and or major disagreements between Naoko/Toei and the staff. You only have to look at the mass exodus of staff from SuperS to Stars to see how much of a mess things probably were behind the scenes by that point
Remember that Dragon Ball GT also failed to live up to previous Dragon Ball during the very same period... 1996 didn't seem to be great for Toei and Bandai.

The Brazilian dub did something interesting to Chibi Chibi/Galaxia in episode 200.
When she appears as the Light of Hope offering herself as a sword, she has a different voice. It's not Sailor Moon's VA anymore.
Then, when long-haired, good Galaxia appears we hear the same voice again. Galaxia's regular voice actress still voices her during the last minutes of the battle. When she's freed from Chaos, we start hearing "Chibi Chibi's light of hope voice" again.

Mamoru was never a good character, that's why I don't get those folks fighting for which Mamoru version is the best. As the first Magical Girl Squadron series, it's totally normal to see the handsome guy being reduced to almost nothing (judging the series by its social context).

If I remember correctly, Dragon Ball GT had a wholly new team behind. And the second portion of the Buu arc in Dragon Ball Z had already had low ratings, that audience fatigue didn't benefit GT either.

I've always thought since Evangelion premiered, which shook the foundations of the anime industry, everything changed and a new era of Anime began.

Also one thing that irks me, the girls didn’t even get to finish high school, lmao. Naoko should’ve skipped the their final year at the start of Stars, imo. I know it doesn’t matter in the grand scheme of things but would’ve been nice for them to at least finish their education. And also because Usagi getting married at 16 is.. sort of icky.
She got married at 22.

While I do agree manga Mamoru is very bland he has self loathing issues due to the fact that he believes he's not strong enough to protect the Usagi despite the fact hes like the 2nd most powerful person beside her.

90's Anime Manga doesn't have those doubts because he has complete and utter faith in all of the Guardians. Which I liked he knows the girls of grown much stronger than him and he can never catch up but he doesn't care, in fact he's proud of their growth.

Other than Sailor Phi, Chi, Mnemosyne and Lethe, all attack sequences from the Animamates feel a bit cheap animation-wise.
But it still feels like a big step up from Eternal.
