There are many confusing situations in Crystal regarding hair color.
I mean, Queen Serenity would originally be blonde in S1, but this was changed to white/silver (although Princess Serenity was mantained as blonde).

The complaints about budget are usually complaints about Toei/Bandai being cheaper in their investment.
