DiC and Cloverway dubbed the Sailor Moon episodes badly on purpose, so that fans would spend money on the eventual sub releases.
The reason DiC didn't dub Sailor Moon S was because they decided Usagi's transformation was too sexual (notice how it zooms in on her crotch).
