To me girly is feminine. All magical girls are feminine in one way or another. I don't understand the question.

Do you mean it comparatively has less Shonen elements and more Shojou elements?
I just assume 'girly' means there's tons of things that are typically associated with girls present.

Depends on the anime and really depends on if we can include western magical girls.
For example W.I.T.C.H. was very similar to SM in some respects but with the possible exception of shopping obsessed Cornelia, none of the heroines were stereotypically girly. I mean, they liked their respective boyfriends and Hay Lin loved rainbows but stuff like that did not define their personalities.
On the other hand, certain anime (Glitterforce) had their heroines' uniforms be much glitzier than the relatively neutral uniforms of the Sailors. I mean our gals' clothing is ultimately based on real life Naval uniforms. Glitterforce... the name says it all! LOL!

I think I understand the question and I think Sailor Moon (90s anime) is less feminine than other Magical Girls.
While it is definitely geared towards female viewers it seems to cross boundaries easier than Pretty Cure for example(the name even sounds super feminine), Tokyo Mew Mew or Pretear.
Pretty Cure has more fighting but the costumes are far more feminine and stereotypically girly...but if we go by that, then Madoka is more girly than Sailor Moon in spite of the darker elements and that feels odd to say.
Sailor Moon looks less like a "girl" anime than either of those but it has a more feminine message than Madoka.
I think one of the strengths of Sailor Moon is due to the creator being a woman who took a advice from her male associates to craft a world and a heroine that everyone can enjoy.
I will be honest, I can't think of another Mahou Shojo that isn't more "girly" in the costume department (with possibly Rayearth being an exception, if it counts) and it really helped that while Usagi and Chibi Usa may have cutesy attacks with hearts and rainbows, the other girls have powerful elemental attacks that even the most manly men can appreciate.

It does make me wonder how someone could not be interested in Sailor Moon because it "looked too girly", yet at the same time liked Tokyo Mew Mew

Also, Naoko has always been a shonen manga reader, like Devilman, Akira, and other space opera/sci-fi mangas like Queen Emeraldas. They all were a source of inspiration for her.

This makes me wonder how Sailor Moon could look "too girly" on the outside, because the person I saw on Twitter who was a tomboy growing up said she never watched Sailor Moon because she thought it looked "too girly" and didn't give it a chance as a kid. She watched other shows with a female lead btw
no joke, when i was in middle school there were a couple of boys in my friend group who refused to read sailor moon or cardcaptor sakura because those were girly, but eagerly read tokyo mew mew because of the costumes
