I think I understand the question and I think Sailor Moon (90s anime) is less feminine than other Magical Girls.
While it is definitely geared towards female viewers it seems to cross boundaries easier than Pretty Cure for example(the name even sounds super feminine), Tokyo Mew Mew or Pretear.
Pretty Cure has more fighting but the costumes are far more feminine and stereotypically girly...but if we go by that, then Madoka is more girly than Sailor Moon in spite of the darker elements and that feels odd to say.
Sailor Moon looks less like a "girl" anime than either of those but it has a more feminine message than Madoka.
I think one of the strengths of Sailor Moon is due to the creator being a woman who took a advice from her male associates to craft a world and a heroine that everyone can enjoy.
I will be honest, I can't think of another Mahou Shojo that isn't more "girly" in the costume department (with possibly Rayearth being an exception, if it counts) and it really helped that while Usagi and Chibi Usa may have cutesy attacks with hearts and rainbows, the other girls have powerful elemental attacks that even the most manly men can appreciate.
