Is there a reason the '90's made Mamoru such an asshole?

Go figure but Maybe it's Tomita's fault. Mamoru can't have a large vehicle license, It should be illegal.
I think you doing a false equivalency.Just because he drove it does not mean he has a license. If I remember correctly a scene like that did not happen in the manga anyway.

It doesn't. There is no such scene in the manga and I do not think Mamoru has any driving scenes in the manga.

Oh... sorry, I misunderstood something. If they planed to let him as highschool student, it should let him take a bus to school at Mars' first appearance. They've decided Mamoru to be a college student very early.
Maybe...90s anime broadcasted over the course of a year, has to make more filler episodes, for meet Usagi or work as Tuxedo Mask than manga; Maybe make Mamoru to be college student is more convenient than high school student so they have more free time. But it might not. I don't know what to do.

I don't know what you mean.In the manga he is high school student .The anime decided to do that.It is weird though.

He isn't an asshole and there really isn't that much difference between Mamoru in the 90s anime vs the manga. Yeah he has his asshole moments so does Usagi, the other Senshi and really everyone else. Why people harp on Mamoru's or Chibiusa's bad moments in the 90s anime when many characters had far worse either assholish or even moral things the characters do I will never understand. Many people mention Seiya and yet Seiya was mainly only into Usagi because she reminded her of Princess Kakyuu oh and in terms of being an asshole she even wanted to kill that Nun Akane Gushinken who was turned into a Phage even though she knew that Sailor Moon could heal Phages and if Sailor Mars didn't basically threaten to kill Sailor Star Fighter she might have tried to kill Akane as Sailor Director. You could maybe explain it as I don't know some PTSD on Seiya's part but it still isn't a good look.
How ironic it is that others (usually those who prefer SeiUsa) proclaim that Mamoru and Usagi only like each other because of their past lives and that Mamoru only feel for her beach she’s the Moon Princess yet are okay with Seiya liking Usagi because she reminds her of Princess Kakyuu.

I don't even think 90s anime Mamo was a jerk during R so much as it was his future self who made one of the stupidest tests of all time, forcing both Usagi and Mamoru into being depressed all while a major new enemy is attacking their city and they are taking care of his brat.

In the first season he was rude but so was Usagi. Usagi was probably the rudest character of all and she gets a free pass. She wasn't only hostile towards some characters, she was very inconsiderate and manipulative. It's true her good qualities outshine the bad ones, but can you imagine being her mother, Ami, Rei, Mako or any other character dealing with her tantrums, mood swings and unreliability on a daily basis?
