I just realized Phobos and Demios has sailor crystals…were they sailor guardians too?

They have normal Star Seeds. While approaching them Lead Crow remarks how quickly she recognized the brilliance of their Seeds. She calls them Star Seeds, not Sailor Crystals. It is also said(by them) that Coronis(their home planet) has only one Senshi, Sailor Coronis

Phobos and Deimos are aliens. They have been watching Rei closely since she was a kid. They are so close to Rei that they give Rei her sailor crystal; a task that could also be done by Guardian Mars (or Mini-Mars).
