So it's official that the Inners are stronger than the Outers in terms of both hard & soft powers, as acknowledged by the Outers themselves.
Well, it does fall in line with Shounen tropes.
The Outers are the senpais, they are 'perfect' and have reached their apogee both as warriors and individuals.
The Inners on the other hand, as the main MAIN protagonists, are reflective of the target audience and are still teenagers and still evolving and have much to learn compared to their seniors.
So it's, by design, that they have to surpass their superiors.
The Inners' vision, as teenagers, is still untainted and innocent compared to the Outers' adult perspective whereby the sacrifice of the few justifies the means of the survival of the others.
It's unfortunate though that this wasn't focused on in S albeit on very rare occasions.
