They aren't neglectful about who voices their characters, and doesn't matter which licensor picks their shows, they have to abide by their localization guidelines. And that includes voices.
Just look at their news release about changing Saint Seiya's Brazilian voice cast after almost three decades. Crunchyroll actually tried to keep the original cast on board, but they were the ones to have the final say on replacing everyone.
And in Sailor Moon's case, we also have Naoko into the picture. She approved the Los Angeles cast back in 2014 and she isn't letting them go because of mishandling by a different company that eventually licenses her property. She is notorious for
botching having a say on localizations of her franchise, just like Evangelion's Studio Khara.
