I’ve only just scratched the surface, too. Seriously, there are so many. Kon really tried to squeeze that hexagonal sparkle filter dry, didn’t she? I don’t mind when they’re used sparingly but they literally already cut the run time down from a 13 episode series to a 70 minutes. There’s absolutely no excuse for them to be overusing cheap tricks to cut corners like this. Not only is it lazy but it’s also just creatively bankrupt. If I wanted still frames the manga is right there.
Unfortunately it looks like this problem is also gonna plague Cosmos but I hope to not quite the same degree as Eternal because it was just overkill.

There's so much stuff they could have done even by keeping these scenes as still frames - switch to art nouveau style, at one time use a traditional watercolor color on paper style, at another use a crayon/oil paint style to add more depth and personality to the scenes, change into a Shikishi board style (like the Tadano's Sailor Girls X Winx Club flower dress line-up)...
But everyone was fed up of Sailor Moon by Eternal...
