I have no idea, it's really difficult to determine anything for a franchise that has so many right holders that are constantly butting heads over creative control.
Over the years I have bought a lot of merchandise from several series - and I mean ALOT - and generally it's always the mangaka's name + the publisher.
For example, on the clearfile for the Naruto anniversary some 5 years ago that Kishimoto drew it has MK (Masashi Kishimoto) & S/S (Shueisha Shogakukan).
On another Bleach key holder that uses the anime art for example, it has K/S.T.D.P (Kubo / Shueisha - Tokyo TV - Dentsu - Pierrot)
From what I can tell, there's generally no production committee credited on goodies.
One exception is Banana Fish - on it's goodies there's A.Y,S/PBN (Akimi Yoshida - mangaka, Shogakukan - manga publisher/ PBN - Project Banana Fish).
Since the anime was part of the commemoration project of Yoshida's 40 years as a manga artist, PBN is logical.
It's possible that's the case for other anniversary goods product too - I don't know.
In the case of Sekai-Ichi Hatsukoi's anime for example, the Sekai-Ichi Club is listed as 製作 (Seisaku) so I guess it's the production committee.
On Eternal, JP Wikipedia says

Similarly for Cosmos,

This is just speculation - again speculation - before anyone accuses me of writing fan-fiction or spreading lies.
Perhaps Toei has managed to get hold of a considerable amount of smaller sponsors (hence why we've gotten seemingly a rise in budget?) and PSCP - Pretty Sailor Cosmos Project (?) stands for this 'consolidated group'.
If it's true that would also explain the liberties Tomoya Takahashi has been given compared to Kon since the overall shareholders
on this particular project would have more decision power than Takeuchi alone since they are financing it.
Toei arranging for a specific production committee for the movie also secures itself from major financial losses and logically it means Toei is not putting as much money on it alone.
What is weird is Takeuchi going for NT now while for the last 20 years she has been using both her full name - Naoko Takeuchi with the PNP label.
Unless this means Takeuchi plans to go separate ways from Toei from now on - NT for the possible luxurious high-end brand collabs, PNP for the new manga editions (come on, Naoko! Release the A4 size full color Sailor Moon LaCherie edition
).
