Naoko has an Evil Identical Twin Sister
As Usagi's family has the same name as Naoko's actual family we sometimes hear people bring up how Chibiusa seems more like a sister to Usagi. That's because she was based on Naoko's real life twin sister. They looked identical and were often confused for each other and had very similar names. That's why Chibiusa's actual name was also Usagi. Eventually Naoko grew taller than her which is Why Chibiusa's so small. TOEI insisted that Chibiusa be Usagi's daughter to Naoko's dismay.
Some of the evil sister's antics included holding Naoko at gunpoint [fake gun] while she was on one of her dates and putting hot peppers in her friend's tea while they were hanging out. Sounds familiar right...
Naoko even made a song about her.

There's a Japanese version but she made it in English because Naoko loves English words. She also gave CN Europe the rights to use the song for whatever reason. At the time Chibiusa was supposed to be the reincarnation of evil itself.
