Kind of sounds like a cop out answer. She was revived before April (which is true the first series likely ended in early January) and 2 months later she gets her memory back. Time didn't actually rewind as the two months later matches the correct flow of time after Classic. (January to March). Where as if time went back the Makai tree arc would have started in June.
Its really just a piss poor cover up by the ptb for the anime's screw up.
The Makai tree arc very clearly starts at the end of their second year of middle school/8th grade year (with the Hanami episode and possibly the VR episode before it taking place during their spring break) and they just loop right back to 8th grade when they return to school.
To me, both situations in R and SuperS are gimmicks to keep up with the show's audience.
Winx Club basically retconned its continuity in season 5 and put the main cast as students once again. They had graduated in the first movie (which is canon) and were actually shown working as teachers at Alfea in season 4. However, Winx actually managed to grab the attention of younger viewers with this move, whereas Sailor Moon SuperS failed miserably

It just isn't believable at all. The time went back a year creates even more plot holes than just "Yeah they [BLEEP]ed up and had them so 8th grade a second time"
It also sounds less like we're supposed to believe the silver crystal turned the clock back a year and more like Ikuhara is just handwaving away Usagi and company are in second year of middle school because *checks notes* they were revived before April.
But you're right SuperS is almost worst in this regard because so much of S is built around the high school entrance exam (and I could be forgetting but wasn't that why Ami went to Mugen School in the Viluy episode?) and then its decided that Chibi Usa's day to day life is more important so they just held off on moving the girls to high school and instead a year passed with only Chibi Usa ever actually being seen at school the entire time.

I don't agree 100x with you, but I think the anime staff indeed wanted to make Usagi a lot more merciful and less ruthless than in the manga. I would say even submissive. She started the anime willing to defend herself from jerks such as Mamoru in Classic, but by Stars, she was taking gratuituous crap from people such as Taiki and Yaten.

…Usagi is like the complete opposite of any Yamato Nadeshiko type, and if anything it’s her manga self that leans more into that trope. (Though that would suit NQS more than anyone else, but not Usagi in the present)
The only girls you can say stereotypically fit into that Yamato Nadeshiko trope are Michiru (more-so in the 90’s anime than the manga) and Manga Rei.

Michiru 100 percent. I'm not sure if manga Rei would qualify or not but I do think it's funny anime Rei seems like she wants to be but is really just a slightly more restrained Usagi.
I remember reading somewhere or maybe hearing? That SuperS focused on ChibiUsa so much because she was the most popular at that time? Not sure how true thaymt was but putting her in front of the herd for something little girls can relate to more.... sometimes the shift between S and SuperS is jarring and that seems like a decent theory as to why they changed the tone but I don't understand the Stars shift with the Starlights being in the forefront? I mean we're the Inners and Outers popularity dropping.....oi.

I think TOEI does not want Usagi to be the Queen of the Galaxy as it would likely challenge the current culture of the Japanese where in women retire after marriage, the ending of 90s Stars does not challenge that, many other Magical Girls similar to Sailor Moon have their transformation destroyed in the end of the story after Sailor Moon ended, CLAMP and Pink Hanamori famously defied this trope on CCS and Mermaid Melody.
Saint Tail has this retiring being a magical girl trope after having a steady relationship prior to Stars.
We were supposed to have Sailor V OVA under the 90s Stars team but TOEI cancelled it.
There are hints in the plot that if the Eternal Senshi, and Asteroid Senshi are introduced it would be episodes prior to the final battle with Galaxia, not Neherenia Arc.
