This might be a bit of speculation on my part.

Helios, Mamoru, and the senshi all would think of Luna, Artemis, and Diana as sentient and just as sentient as themselves. Usagi got mad at Luna for hiding in her dress in S1 and called her a pervert for doing that. I wonder whether they do things like avoid words specific to humans when they in their thought processes automatically think of people or individuals with rights or otherwise. I imagine that if you live with Luna for years, you probably would begin to think in your head that say six individuals live in Usagi´s home, or even start to think of that place as Usagi´s, Chibiusa´s, and Luna´s home, just because of how long you come to know them and like them. I actually realized that I do this myself in my head when I think of how many are in a given group of people in any scene or frame of SM media. I imagine that the themselves probably have an additional problem with their facade of ordinary civilians as superheroines that they don´t want to exclude any of the cats in their words but a person might get weird looks if one of the human characters do so include the cats.

I study a bit of philosophy and personhood and thinking about non human persons is quite an interesting thing we get to do in fiction today, such as how virtually nobody would exclude say a Vulcan like Mr Spock, and excluding such characters who are clearly sentient is a pretty big character trait that signifies villainy like how the Empire in Star Wars mistreats individuals like Chewy and the Wookies who get enslaved on their planet Kashyyyk. Given that I also like history going back hundreds of thousands of years, over half a million years ago, I also actually begin to struggle at times when the species is not a homo sapiens like us today and when they are different enough that I ordinarily don´t use personalizing words and I even feel quite bad about how I don´t get to talk much about Mesolithic, Neolithic, other Stone Age people as the sentient people that they were just like us simply because we have so few records of them and their cultures, barring a few stencils like the Lascaux Cave Paintings from 17000 years ago.

I imagine that the main heroes of the story of SM probably have an odd tension in their heads and thought processes tied to this. I wonder if NQS made it so that Artemis and Luna get to vote in the future just like I had the right to do a few weeks ago for a local election where I live (also probably has an interesting effect for Chibiusa given that she is clearly above the age of majority at around 900 but thinks like a child, which where I live would not be grounds to refuse to give her a ballot just like her parents and the senshi as her friends would also be able to do).

I am likely overthinking this, but that is the person I am, who obsessively dissects everything I can out of anything to its maximum extent.

My two cats always seem aware of when I am going to pet them so they preemptively roll over so I can do it.
I've seen cats who actively ask humans for petting, say, raising a forefoot to tap gently on a human's forearm to ask the human to pet them.

And every time I am about to open the bag full of cat treats.
I had a tortoise who could recognize the sound of the metal dish hitting the floor & came out from its hiding place for the food whenever it heard that sound.

Minako has Artemis get his 40 winks under the same blanket as her, and same with Luna and Usagi and Diana and Chibiusa. I wonder what having a sentient cat doing that must mean to them, people don´t usually do that on a regular basis unless it is a parent with a small child (wihere Chibiusa and Usagi would also count), are romantic/sexual partners, or sometimes a much older sibling and a young child.

We have more important questions to answer:
1. do sentient cats use preferred pronouns, too, or it's okay to refer to them based on their biological sex?
2. do sentient cats of different genders use the same unisex litter box, or they require different boxes?

Artemis and Mamoru always seem comfortable thinking of themselves as fathers, Luna and Usagi as mothers, and Diana and Chibiusa as daughters, so I doubt their gender identity is any different from the average. If people wanted non binary cats, I think we would have heard of it by now.

As for litterboxes, most people´s bathrooms in their own homes are unisex. A small enough building for other purposes like industry, commerce, or otherwise also often are unisex, just like an office building I´ve been going to a lot in the last month where the bathroom is unisex. Unless they have a lot of litterboxes, they probably don´t care. A cat is theoretically capable of learning how to use a human toilet, and given that they can be found just about everywhere while litter is only found in specific places, it might be a good idea for them to have so learned.

In the anime, they come off more as cats that can talk like humans. In the manga, I believe they're humans/humanoids who can take feline form.

In remember when Luna met Rhett Butler/Hercules the cat, she talked to him, as if taking for granted that he was able to understand human speech. He is able to blush and remembers Luna after he is transformed into a monster. The other cats in that episode... they were completely mundane but the facial expressions the animators gave them shows they weren't acting on sheer instinct when they chased Luna. (Which just makes them bigger jerks in that episode!)

Indeed, when anime Luna first met Diana, she took it for granted that Artemis sired her on a mundane cat so... mundane cats are maybe poorly organized and can't talk but are otherwise the intellectual and moral equals of humans/sentient beings? I mean, Luna was angry that Artemis was cheating on her (or so she thought), not that he was a pervert sleeping with... whatever relationship talking cats would have with mundane felines.

In modern times, they keep the cats sentience a secret but in the times of the Moon Kingdom or Crsytal Tokyo... I'd go the My Little Pony G1 route. Once sentience is established, (and G1 had loads and loads of sentient species) the other entity is regarded as a person, subject to the laws of the community. Yes, there might be a non sentient version of your species (the talking ponies' human friend from Earth had a mundane pony on her parent's farm) but that just meant your had to be nice to your silent cousins.

I know essentially nothing about MLP besides them being coloured talking horses, if anything if I hear that acronym I´m going to mishear it as MPLA which is an Angolan communist militia, so I´ll take your word for it. I did get my hands on a little paperback copy of one of their books for free as something to tape a gift card for my brother in for his 21st birthday back in February though, that was funny.

It´s kinda like the Chewie effect. I get really annoyed if anyone has a picture of a group of aliens and one of them is Chewbacca and people leave out Chewie if asked to count how many people there are and are not specifying how many humans specifically there are.

I just remembered something... I've always been intrigued by the idea of whether or not Sailors' earth families know their daughters' secret (probably not). But if the Tsukinos ever find out the truth... how would that impact their relationship with Luna? They thought she was a random stray whom Serena adopted as a pet but once the shock wears off and they try for a new normal, then what?

Mama Tsukino serves dinner but sets five places and not four. Luna asks why and SM's earth mom says, "Because one of them is your seat Luna."

Luna: Mrs Tsukino, I assure you I am happy with the current arrangement.

Mrs Tsukino: Oh no, no member of my family is eating cat food! I made this sushi thinking of you. Take your seat please

Luna: But...

Mrs Tsukino: But nothing. (she smiles) Either you take your seat or we eat on the floor with you but we're doing this together

Luna: ... I was her Chamberlain and still I did not eat at Queen Serenity's table. (she wipes away tears) Thank you Mrs Tsukino!

Or all the times they thought they were alone but really weren´t, like not bothering to leave the door closed if Ikukko believes that Chibiusa, Usagi, and Shingo have gone somewhere else but Luna was still there eating some food, Kenji is on one of his business trips, and Ikukko gets the idea to ask him to speak to her seductively over the speakerphone on a cell phone, or vice versa. Once they realize, oh boy is that going to make everyone feel awkward. I imagine that Luna learned their patterns and knew when to go and do something like go catch a sparrow or go to the arcade place to go and do some computer work there.

What do they actually research there I wonder. File freedom of information forms to see what they can dig up with varying people?

They could eat like Classical Romans, lying on a kind of padded long benches eating grapes. Although this time without the slaves.
