Probably because she can still protect the earth. Like...she's going to be a target no matter where she goes because of the silver crystal.
But the Silver Crystal is still what protects the whole galaxy and only she can use it. Lol

Not the Silver Crystal, The Cauldron Guardian gave her the Cosmos Seed to Usagi and allowed her to go to earth, even if she knows what would happen.

After mamo got killed by Galaxia , we see the three lights running and seiya carrying up Serena.

My question is , why were they wearing Schoolar uniforms if they were not in Juuban Prep by that time , they entered to the school the next day. Why were they wearing hose schoolar uniforms if they havent entered at Juuban prep the day that Mamorou got killed
