Mamoru is about to leave to study in the United States but, as he is saying goodbye to Usagi, he is attacked and his body crumbles away, leaving only the Golden Crystal in its place, which is taken by Sailor Galaxia, the leader of a new group of villains known as Shadow Galactica. Usagi is shocked to see this and faints, but later blocks this memory and thinks Mamoru has arrived safely to the U.S. A new group of idols called the Three Lights comes to Tokyo and become students at Usagi's high school. Chibiusa returns to Crystal Tokyo, but days later, a little girl named ChibiChibi arrives to the Tsukino house and tricks Usagi's mother to believe she is Usagi's younger sister. Sailor Galaxia and her servants, the Sailor Animamates, destroy the eight Solar System Sailor Guardians as well as Phobos and Deimos, one by one, taking their Sailor Crystals. Two Animamates are killed by the Sailor Starlights, who are revealed to be the true identity of the Three Lights, while a third Animamate is defeated by Eternal Sailor Moon. Usagi remembers what happened to Mamoru with the help of the Starlights. A new student named Nyanko Suzu arrives to Usagi's high school and tries to befriend her, but Luna and Artemis sense in her a power similar to theirs. Princess Kakyuu, the leader of the Starlights, emerges from an incense burner that ChibiChibi has been taking care of.

As Kakyuu reunites with the Starlights, ChibiChibi is revealed to be Sailor Cosmos, the future Ultimate form of Sailor Moon. Suzu reveals she is an Animamate from the same planet as Luna and Artemis, and attacks them as well Diana, who has just arrived from the future to help but fails to steal their Star Seeds and the Starlights force her to retreat. Galaxia eliminates her for her failure. Usagi meets Kakyuu, who explains that Galaxia has been destroying planets and stealing Sailor Crystals before reaching Earth and the Silver Crystal. Usagi, Cosmos, Kakyuu, and the Starlights travel to the Galaxy Cauldron, the birthplace of all life and stars in the Milky Way, located at the center of the galaxy, to get Mamoru and the Guardians' Sailor Crystals and revive them. Upon arriving, they meet Sailor Chi and Sailor Phi, Galaxia's closest servants and leaders of the Animamates who would introduce the Last Animamate to them.

As they make their way to Galactica Palace, Usagi and the others destroy one last Animamate, as well as Phi, Chi, and the eight Solar System Guardians, who are under Galaxia's control; however, Kakyuu is killed in action[2]. Once inside the Palace, the battle between Usagi and Galaxia takes place. Sailor Galaxia would reveal herself as Sailor Chaos, an incarnation of Chaos who has sent incarnations in the forms of Metaria, Wiseman, Pharaoh 90, and Nehelenia to reach Usagi and her Silver Crystal. Sailor Cosmos states that the only way to defeat Chaos is to destroy the Cauldron, but Usagi tells her that she will not end the cycle of life of the galaxy and encourages Sailor Cosmos to never give up. Usagi uses all her power and drags herself and Sailor Chaos into the Cauldron to seal Sailor Chaos. Usagi's courage reminds Cosmos of the strength she needs to keep fighting and Cosmos returns to her own future. Within the Cauldron, Usagi meets Mamoru and her friends, and asks Guardian Cosmos, the guardian of the Cauldron, to send them all back to Earth and their normal lives. The series concludes with Usagi and Mamoru's wedding, while the construction of Crystal Tokyo is taking place.


1. I really doubt Naoko would create Sailor Mnemosyne and Sailor Lethe if she did not change Galaxia's backstory.
2. She would retain the Starlights in the plot since I think killing off the Starlights and bringing back Chibimoon back might be a reaction to the executive meddling that resulted in the change of backstory of Galaxia, the prioritization of Starlights, and the erasure of Cosmos in the anime.

Is this a script by Naoko or by the anime staff?
This is based on my opinion in the scenario if Galaxia's backstory and Cosmos screentime was unchanged from the original plans in the anime and manga.

Discarded in the anime
*Eternal Upgrades
**Hints of the Upgrades of the Inner Senshi in the 90s anime prior to the final battle and the lack of transformation of the Outer Senshi in 90s Sailor Stars.

These are the Plot points that are discarded from the anime and manga and their hints in the anime and manga.

** Kakyuu mentions Usagi being Neo Queen Serenity when Kakyuu and Usagi meet.
** It is said in the Blue ray notes that she was supposed to appear in Episode 191 but Kakyuu only mentions the light of hope and the legendary senshi in the actual story when they meet in the 90s Sailor Stars anime.
**Partially implemented in PGSM in the form of Princess Sailor Moon.
Note: I think in this scenario there is no Sailor Chibichibi in both the anime and manga if this idea materialized.

**Uranus and Neptune joining Galaxia after Saturn and Pluto die, since the Outer Senshi die off-screen in the manga, that might be the plot plan of the manga before Naoko conceived Lethe and Mnemosyne and changed the backstory of Galaxia, Uranus, and Neptune betraying Sailor Moon is part of the actual Sailor Stars 90s anime plot.
Note: It is likely that Uranus and Neptune are killed twice in the Manga if this materialized.

I think the Uranus/Neptune betraying Sailor Moon is likely the last idea to be dropped by Naoko after she dropped the originally planned backstory of Galaxia and decided to kill off the Starlights after the Starlights arc story was finalized is likely because Naoko had written the outline of the plot before Naoko changed the plot since the chapter where Pluto is attacked by Galaxia is ambiguous

Comments about the anime changes
When they were starting to air Stars they were planning to delay the Eternal Upgrades until before the Final Battle with Galaxia, instead of changing the sex of the starlights they could have decided to delay the supposed flight and death of Mamoru to just prior to the final battle with Galaxia which would have delayed the Seiya and Usagi romance to just prior to the final battle.

I think the story of Stars in the manga likely went through two revisions before we went to the final story and ending, the second one has the final backstory of Galaxia and Lethe and Mnemosyne while the final version has the addition of the death of the Starlights and the reintroduction of Chibiusa's team.
