I disagree.
First, I said it once, Crystal is not faithful to the manga. Not only because of the small changes made in the story, actually that's not the main issue, but because Crystermos hasn't got the intimate connection that exists between the atmosphere of the manga and Takeuchi's inner world. It's just a hollow reinterpretation. Crystermos would have been faithful even with changes in the story if Takeuchi's worldview had been respected.
Second, Crystal never managed to capture Takeuchi's fairy-like stroke. Only Ikuko Itoh achieved it in those flashbacks in episodes 18 or 68, or Kazuko Tadano in episode 28 (illustrations of Yumemi), and it was noticeable it was intentional, since it's a style impossible to animate.

All we'd need is a focus on the characters' expression being very shoujo-esque, have the aesthetic of the manga with the character's hair always hanging in the wind - no need for animation, just cheat like in Itoh's flashback in 68 or the music going dun, dun, dun! like for the time when the girls are investigating Nehenelia's spider webs over the city in SuperS and more importantly watercolor backgrounds with the visual of them fading away

Perhaps with the SMC 3 budget, they could have achieved something around those lines.
Who knows, perhaps Takeuchi's manga would have been better delivered as an Animix Project rather than a typical anime.
