I think the most you could say is that the kiss was an unnecessary plot device to create more shoujo romance drama but I think Naoko intended this to make Haruka seem more mysterious rather than predatory and I don't think she intended it to be seen as mean spirited. I think it's at least nowhere near as mean spirited as the way the 90s anime had Haruka and Michiru back stab Usagi and murder Setsuna and Hotaru in the Stars anime for the sake of the greater good.
So I like to say that Haruka and Michiru are horrible and outrageous in both continuities but in different ways. It would be nice if an animated adaptation knew better how to keep the good and leave the bad.

How is celebrating their relationship and giving them focus devaluing them? I think it is quite the contrary I think it is celebrating their love just like they celebrate Usagi and Mamoru's love. Focus on Usagi and Mamoru doesn't devalue them as a couple or make them lose their individuality neither would it for Haruka and Michiru. Quite the contrary it would only humanize them and show how beautiful their love is. I would rather they have rewrote bits of the manga to include more of their love instead of having Haruka cheat on Michiru with no consequences.
Because their individuality is hardly written about. Haruka is masculine and charismatic and Michiru is mysterious and graceful. That's basically the majority of what you can say about them regarding their own personalities. I love that they're together, they're adorable together and they suit each other, but I don't think you should identify anyone by their relationship status. I could write essays upon essays about each Senshi's individual personality, but when it comes to Haruka or Michiru, I feel as though half of their personality would be associated with their lover. That's not good characterisation IMO. I actually think it's worse to have lesbian characters without any in-depth individuality than to have no LGBT relationships at all. I'm not saying that Haruka and Michiru have no personality, but in general, especially with the fandom, they've been devalued to just "the lesbians". If you like Haruka and Michiru at all, it's easy to understand why this sucks. I love their characters, so I don't like to see them just being called "the lesbians", there's so much more to them than that.
I am sorry but I disagree I have never seen them as some how identical in personalities nor had any problem separating them. They each get very character defining moments in all of the series. I no more see them as just "the lesbians" any more then I see Usagi and Mamoru as "the main couple." I think that giving them more focus on their relationship and actually treating their relationship with respect does not devalue them as individuals but rather expands on them and their love. Which is why I am so against the Usagi and Haruka kiss especially when Haruka and Michiru were never given their own kiss. I think it disrespects their relationship.

of course it's not the best thing to do when you already have a relationship, but

Usagi is a bright, shining star.

Everyone is attracted to her.

When Uranus kissed her, it was after the heat of battle, the moment was full of high emotions.

love it

Here's an interesting bit from an interview with Haruka's and Michiru's CVs. Translated by love-boat.

There is something which I am concern with. If Haruka and Michiru are a married couple, then where does Sailor Moon stand? There are some heart racing moments between Haruka and Usagi in the manga. Haruka even said she only wanted to protect Sailor Moon with her own hands.

Junko (Haruka): This is something which troubled me as well. Although the show is based on the manga, but we are maintaining the relationship style of our characters in the 90s anime. Thinking of the portrayal is perplexing. In the end, my conclusion is that I am a knight, and Neptune is also a knight. The 2 of them are destined to live & die together and are deeply bonded. The princess is who we protect and it is in our fate to protect her. If there is a situation where both the princess and Neptune are in danger, and I have to choose….

Sayaka (Michiru): Yes, the princess. I will also say “Go protect the princess”, I can protect myself

Junko: For Uranus, the princess is an important existence to her, and there is love between the 2 of them, but it is different from the love between Haruka and Michiru. Or rather than love (with the princess), I would say Uranus is fated to dedicate and serve the princess.

Sayaka: So this is different from a wife or a lover ne.

I see, I think it is very apt, but I gotta ask, wouldn’t Michiru get jealous of Usagi?

Sayaka: That’s the magnanimity of THE wife.

Junko: I see, you’re cool!!

This is a very interesting viewpoint. I like it.

But yeah, I can understand why people are against the Usagi and Uranus kiss- I'm still iffy about it too. Like I knew that it was coming because of the manga but- whatever. But I can understand where people are coming from- the kiss is "questionable" to Michiru's and Haruka's relationship & individual characterizations, etc. Imo, it's a mess. So, I'll just lurk around lol

I had no idea they were planning on doing that. No wonder their interactions together felt more like something from the 90s anime than the manga.

I always feel in the manga . That Haruka, and Usagi relationship feel was sibiling like . The outers are older, and wiser . There like role models to the rest of the group.

They all seem pretty accurate to the manga too though. Which the 90s anime didn't always do

I'm glad they kept it in. "Problematic" or not, many kisses in anime are - that's hardly something restricted to Sailor Moon. There were countless other unconsentional kisses in the series, so it's unfair that this one is the one being picked on. Mamoru kissing an unconcious Usagi, before they even really knew each other? Demande kissing Usagi, and Usagi being in an outfit she didn't change into, just waking up in? Who knows if Demande had a mook redress Usagi or even did it himself.

As far as the relationship between Michiru and Haruka, as far as the whole "being faithful" part goes, I've always kind of assumed they were sort of had some kind of 'open relationship' deal going on. Haruka and Michiru are both flirts, attractive, and hardly seem to get jealous - and they know they love each other quite a bit, and they'd rather see the world end if that meant loosing each other. We never get exact clarification on that, but the story focuses on Usagi - near the end of the series, we barely see much of Uranus and Neptune as it is.

As far as it being "bad representation on the gay couple"... I can't say that I share that sentiment? Uranus and Neptune are hardly perfect, but what's more, I never really seen most of the main cast as being straight. Maybe that's just me, but I've always seen most of the girls as being sexually fluid, and there being the possibility of Jupiter/Mercury and Mars/Venus (hell, even Mars/Moon or Jupiter/Uranus in another life) - it's just a lot of these aren't necessarily pursued since it might interfere with their mission or something. PGSM even pushed the Mars/Venus pairing even further.

Tbh with you guys, the kiss scene was my favorite scene in SM, but is also an infamous scene for me XD (I was shocked that Haruka can't able to kiss her lover but her princess can)

Reminded me back to an old Naoko's fact that Usagi was her most relatable character but Michiru was her least (so that kinda explained how Michiru was treated badly)

But the thing I like in reading the manga later on was that Haruka felt like she was being guilty, what she did to Usagi was wrong but it also proved her loyalty to the princess even though she had Michiru, and yeah, ironically: flirting was their plan from the start (despite the kiss came out from nowhere and Haruka keeps teasing - but if she did it on purpose, Michiru would turn into Neptune already) and they had to secured their relationship and focuse on their sailor mission

In the 90s anime, Haruka and Michiru were really closed but the problem was that: they were jack*** half of the entire series XD so yeah that's another thing different that I like in SM is that not all the sailor can be good all the time worth rooting for

In the end, Haruka has her problem-matic relationship between Michiru (as her lover) and Usagi (as her mission) but the difference was how she handle her relationship

As much as they’re problematic I always thought it was a total double standard the way Mamoru kept catching flak from the fandom for non-consensually kissing Usagi at the bar but Haruka barely got any. (Yes I suppose Usagi being unconscious at the moment made it worse but non-consent is still non-consent)

Usagi and Chibi-Usa also nonconsensually kissed Mamoru and Helios once respectively (Usagi during the fight with Zoicite, and Chibs waking Helios up like Sleeping Beauty) and you don’t hear a peep about them either.
