It is true. Naoko Takeuchi was required to send a character sheet for the new seasons as well as to write the manga at the same time as a guide to adapt the 90s anime. Of course whether they used her ideas, altered, changed etc was to their own descretion
Yes but that’s the only thing they share, character designs and concepts. And remember it’s not just the 90’s anime that diverse from the Manga - PGSM, the Musicals, Another Story, heck even Crystal itself in the first 2 seasons did. Sailor Moon as a franchise has always only used the manga (or more like the Materials Collection) as a template and nobody can say that other than Crystal - any other adaptation is based on and following the Manga.

It is one of many possible futures but this is also the future they wish to happen. The fact that for one if something happens to either Mamoru or Usagi that could prevent Chibiusa from coming into being that she will disappear is proof of this. It is a closed loop for this future and the future they want to happen but if someone does something really bad or they fail etc then yes they will get another future but it isn't one that they want etc
Sorry but where exactly was it stated that Time in the 90’s anime (or even the franchise in general) runs in a closed loop? I’m pretty sure this is just your headcanon again and it’s never confirmed one way or the other how Time works.

Plenty of plots in the 90s anime were very much based off of the manga. Some being more or less faithful and others they took liberties or went their own way but yes the manga was a source of inspiration if not then Naoko Takeuchi wouldn't have been required to release the manga so the 90s anime writers could adapt it.

It was though one example is Chibiusa like I said if something ever happens to Usagi and Mamoru that could prevent the two from being a couple in the future then Chibiusa will disappear.

This proves that the Chibiusa we see is NOT from an alternate timeline as many think because if she was then if anything happened to the Usagi and Mamoru of this timeline she would have no fear of disappearing as the ones from her timeline all ready got together etc. So everything that we saw in Sailor Moon R was meant to happen in the closed loop. It is also evident that when Usagi and Mamoru broke up that Chibiusa did not disappear because this was meant to happen etc and that in this case atleast she wasn't in any danger of not coming into existence.

Because it was a collaboration - i.e Naoko & Osabu worked on a manga version while supplying the initial concepts and designs while Toei worked on an anime using the latter, and PGSM and the Musicals would follow suit.

If anything this just proves that it isn’t a closed loop and contradicts your claim since if everything that happens was supposed to happen why should Chibi-Usa be afraid of disappearing in the first place?

The final timeline is a variation of Cosmos' timeline with a loop in my opinion.

The Stars arc was showing hints that NQS is slowly turning into Cosmos.

So like if Sailor Moon were Madoka and the whole SilMil was all an illusion set up by the Cats who are Kyuubey like creatures? :P

I've always been partial to this headcanon in particular. I think there is evidence for it at least with some Senshi (namely Mamoru & Hotaru) and even Minako shows signs in the Manga of being very different from her Venus persona.

Venus in the Silver Millenium strikes me as a person more simliar to Kunzite in personality, a real serious hard-liner drill sergeant, whereas Minako before awakening as Sailor V never took anything seriously and was a goofball.
Different life experiences create different personalities. It's not that Mina and Venus are different. It's just Mina is who Venus would have acted like had she lived as a modern high school girl.
