I have no idea who these gods are. Perhaps this is just the Moon Kingdom's laws and not actually gods that implemented this? Or do you think there could be actual gods (this was in Act 9: Serenity - Princess or Act 10: Moon)
Like I said to you in another topic, no, seiya and mamoru are not equal for the simple reason that one is chosen to have a sailor crystal of a prince which is superior to a simple sailor crystal and the other is chosen to carry a simple sailor crystal. The power is not the same and the title is not the same, only mamoru can become the king of the earth, while seiya will never become the king of his planet, he is not at this grades… the sailor crystal of seiya is not a sailor crystal of a prince or a princess. Even if usagi became sailor cosmos, her grades stay the same, she will always be the queen of the moon, she evolved into sailor cosmos, because she is the light who came from the chaos, she was the light who was born from the darkness, because the darkness can’t be without the light and vice versa, she is the light of the universe. But she still the queen with the silver crystal of the moon, who will evolve into the lambda crystal when she defeated chaos, but even though she still say « silver moon crystal power » even though her silver crystal will evolve into a lambda crystal. Sailor cosmos will explain that when usagi gives her life to save everyone, but her power revived everyone, because Usagi's regenerative power made it possible to restore all sailor crystals who where melted in the galaxy cauldron. Sailor moon is a very complex story

No, the lambda crystal was evolved when usagi was lambda usagi and she ask all the crystals to join hers ! When she threw herself into chaos, it was before she was in the galaxy cauldron. You really need to watch the movie or to re watch it, because it seems that you don’t understand that part. Usagi calls all the crystals to join hers, and it’s like that she created the lambda powers and the lambda crystal, she joined all the crystals of the galaxy to hers and her crystal, usagi is so strong she she can handle all the power of all the sailor of the galaxy and control them like it was her own powers, any other sailor is capable to do that.
There is no guardian of the cosmos in sailor moon, there is the gardian of the galaxy cauldron yes and she talked to usagi and her friends so the gardian of the galaxy cauldron can’t be usagi… Usagi is sailor cosmos, because she evolved into it, sailor cosmos is the final form of sailor moon, but she still the princess of the moon who will marry the prince of the earth, even though their love was forbidden by the gods ! Usagi choose Mamoru there is no destiny between them, it’s American dub who put the term destiny between them, even after the fight against beryl, the silver millennium was restaured and Usagi had the choice to live on the moon and she choose to stay on earth with Mamoru and her mother respected her decision because she want that her beloved daughter to be happy.
You have two guardians in the cauldron... One for the light side (Cosmos Guardian), and one for the dark side (Guardian Chaos).

There is no guardian of chaos in the manga and in the movie too, all comes form the galaxy cauldron, even sailor chaos will be born form the galaxy cauldron, but for chaos, naoko said anything about « him » all we see, it that he made the galaxy cauldron dark, I don’t think that chaos come from the galaxy cauldron, because chaos is another theory of universe in real life. (Chaos is often thought of as a negative force, but it's actually a natural law of the universe)
All we know is
1) usagi is sailor comos
2) chaos said to usagi that all the vilains she fought in the past including galaxia are her sisters.
3) chaos revealed to Usagi that she came form chaos, that she’s the light who was born from chaos, because light and darkness attract themselves.
4) usagi will threw herself into chaos in a lambda form ( lambda usagi) with her silver Cristal and she will call to all the sailor crystal from the galaxy to join her body and her crystal it like that she created the lambda power, and the cosmos crystal, who regenerates all the galaxy, the galaxy cauldron and made reborn all the sailors who was killed by galaxia. There will be a rain of sailor crystals who return to their home.
5) we learn from sailor cosmos that sailor chaos is strong, so maybe it’s chaos itself who materialised into a sailor and its power are equal to sailor cosmos who can’t beat it.
6) we learn that chibi chibi is sailor cosmos who is usagi from the futur who fought the fight against chaos ( in the movie, we see king Endymion fighting against chaos and after we see bodies of people in the ground and sailor cosmos sad on the ruins of crystal Tokyo) cosmos will said that she’s a cowards, and that word is so strong, because we saw Usagi goes from a cowardly girl to a courageous girl who gives everything to save the earth and those she loves, then finally we learn that we can't get rid of a flaw so easily, even if will makes effort to change, sometimes our flaws are just sleeping inside us and some event awakens them again. The part in the movie when cosmos with a sad face says that she’s a coward is so sad, because we understand that all the effort usagi made to become more courageous and she’s is disappointed with herself.

We don’t know who is the cosmos gardian, but maybe she’s connected to usagi and queen serenity. Because the gardian of cosmos, is definitely related to sailor cosmos.

It’s not a good translation actually, and the manga will be translated again in a good version.
In reality gardian cosmos said to herself : I don’t feel chaos presence anymore, but it doesn’t need that chaos will not be born again.

Because you are the desilusional ones who think that seiya is perfect, even though he is toxic for usagi ! Mamoru is perfect in the original version I repeat it !
