There are still relationship dynamic differences between Usagi and Mamoru and the examples you used. Chibi-usa and Shingo are Usagi's family and Mamoru is a total stranger. Arguing with your siblings is a common place behavior with no suspicious connotations attached to it versus an older stranger getting into fights with someone he should have no business interacting with does. Another huge difference between Usagi and Mamoru's behavior is that the 90s anime always made sure to point out that Usagi's behavior was a clear personality flaw that she learned her mistakes from and usually Usagi resolves the issue of the day by the end of the episode. Not until we finally learn about Mamoru's past does Mamoru seem to show any sign of regret for his behavior to Usagi. In fact, the series seems to try and justify it by having Mamoru say his behavior is fate or something when Motoki confronts him about it which is like the lamest excuse. Two or three episodes where Mamoru treats Usagi with any kind of respect versus the other 30 where he treats her like total crap is just poor writing no matter how one tries to spin it. Again, other shows from the same era do the love/hate dynamic much better. Compare Hitomi/Van to Usagi/Mamoru and there's a world of difference in writing quality there. Even if Usagi was just as guilty of prodding Mamoru with her behavior, I still don't see how that justifies Mamoru's behavior. The flaws of one character don't suddenly negate the flaws of another character. Usagi is likewise much better written in the manga and Crystal than she is in the 90s anime.
I am aware that siblings argue believe me I know this as I have a sibling but in these arguments Usagi acts as immature sometimes even more so then Chibiusa and Shingo and acts way out of line. As for Mamoru he does begin to lighten up with Usagi and cut off the insults and has stated many times how he admires Usagi. The two became closer in the anime and the two start to realize that maybe they were wrong about the other being so terrible and begin to give in to their feelings. While I would love if their relationship was developed in a more gradual way like in the manga but I don't see the writing in the 90s as being particularly bad nor do I see any of the flaws of Usagi and Mamoru as a reason to bash them. They both acted equally immature and they both are flawed and very human characters in their own right as all of the characters are.

Also guys Neon Genesis and me are not fighting we are merely stating our opinions. Neon Genesis has been respectful of me as I have been to him/her (I don't know their true gender). I have no beef with her even though we disagree. I feel we have both been civil to one another.

Does anyone know if girls in Japan are expected to act mature by 16? It seemed like that all the girls acted mature at 14 except Usagi, even though Minako had her moments every so often. I always found Mamoru and Usagi bickering to be kinda cute but Usagi and Chibi-Usa's arguing got annoying after a while. Didn't someone post in one thread once that Rei and Usagi argued in the anime like they did because one of the directors wanted them to actually be a couple or something? I forgot.

I think the season one teasing of Mamoru and Usagi were just out of curiosity and on Mamoru's end, getting unintentionally assaulted by objects from Usagi, lol. I also agree with his first tease being more of blunt advice.

Honestly, I think that they teased each other because deep down they liked each other and didn't want to admit it, or perhaps they hadn't realized their feelings were there to begin with. Although they had that love/hate thing going on, the signs of them liking each other were still there. Mamoru had almost always approached Usagi first to tease her and start their banter ( I mean come on, if you're really annoyed by someone, you wouldn't keep going back for more). The same could be said for Usagi as she approached him a few times herself. There's also the fact that Usagi was jealous a couple of times when Rei and Mamoru went on dates. Mamoru also has a tendency to bring up boyfriend/dating related stuff when it comes to Usagi. Like when he teased Usagi about getting a boyfriend when her shoe landed on him, and how he told Motoki "I guess we [him and Usagi] weren't meant for each other" when no one even brought up anything about them dating or being together. Usually ,when a guy continuously teases a girl about not having a boyfriend or something relating to that, it means he likes her and wants to be her boyfriend. ;)

I agree with this actually, sometimes when 2 people tease each other it's because they actually like each other, and all the teasing was to help create some light banter and humor between them in the beginning. Usagi & Mamoru's relationship pretty much falls into this common trope in fiction about "2 people who dislike each other in the beginning but eventually they fall in love", this trope has been used so many times before in fiction and you see it a lot in anime too.

It's more like Mamoru chastised/harassed/bullied a teenage girl he didn't really know and Usagi retaliated and not being mature for her age did so in very immature ways.

You could say memories of his past life drew him to her and he didn't know what to do so he went for the bullying.
He was a teenager too ! In the manga he teased her too and he was only 16 ! And in the anime it’s confirmed that he is 18 ! It’s stated on a cd released in 1992 ! Go watch on sailor moon wiki, they put the links to prove it but it’s written in Japanese. If 18 is not teenager for you, I can’t help you. And mamo teased usagi, because she threw paper and shoes on him, and he was struggled at this time, a privilege boy who live by himself because he lost his parent the day of his 6 birthday, and they don’t had this crash only together, no, it was worse, he was with them, he probably saw them, imagine his choc, when the doctor announced to him the tragedy… he was mean yes, but his backstory is so painful, I don’t judge him, because on the inside, he’s a good person, and he try his best after to be a good man for usagi and a good father for chibi USA

Joey and pacey was foes for two seasons ! Even in the episode of the first episode of season three, Pacey tells to Joey when she was crying on the docks « it’s a new year, maybe you and I will become friends » Joey and pacey was foes to lovers too

Mamoru was in college (probably 18 or 19), was dating a middle schooler, and hung out in children's amusement parks by himself. That's just on top of making fun of Usagi, who he hardly knew, and she's like 14.

So basically, Mamoru is a 14 year old in the body of a young man approaching his 20's. Messed up.
No mamoru was 17 in the original version, it’s the American dub who aged him up. Mamo is 18 in the original anime and 16 in the manga !
He was on this amusement park, because he’s tuxedo mask ! This amusement park was the park of the dark kingdom
